Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Resurface SATF Asphalt Traction Test Pad Description(s): The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with Reece Albert, Inc. located in San Angelo, Texas to award a follow-on, non-competitive, sole source contract for the work described herein to replace the asphalt test-surface located at the San Angelo Test Facility (SATF) located on Goodfellow AFB in San Angelo, Texas with a durable surface that meets the tire test surface requirements specified in 49 C.F.R. � 575.104. �The statutory authority for the proposed sole source award is 41 U.S.C. 253(c)(1) ""Only One Responsible Source."" NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. �NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. �NHTSA may; however later on issue a Request for Proposals (RFP). �However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.� The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.� The Office of Vehicle Safety Compliance (OVSC) conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency�s motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the National Highway Traffic Safety Administration promulgates Federal Motor Vehicle Safety Standards (FMVSS) through vehicle compliance testing under IDIQ Multi-Standard Vehicle Testing Contracts. �Additionally, OVSC operates the San Angelo Test Facility (SATF) a Uniform Tire Quality Grading System facility at Goodfellow Airforce Base (GAB) located in San Angelo, Texas.� In 1994, OVSC installed a Traction Grading Test Track, an oval driving track that features calibrated concrete and asphalt test surfaces for wet traction testing to the requirements of 49 CFR 575.104.� The National Highway Traffic Safety Administration (NHTSA) has a need to resurface the asphalt test surface portion of the Traction Grading Test Track used to perform testing in accordance with the Uniform Tire Quality Grading System (UTQGS) at the Office of Vehicle Safety Compliance�s (OVSC�s) San Angelo Test Facility (SATF) located on the grounds of Goodfellow Air Force Base (GAFB) in San Angelo, TX. The asphalt test surface was last resurfaced in September 2013. The test surface is used by OVSC to perform traction testing for enforcement of the UTQG consumer information program. The test surface is also used by outside entities to perform traction testing. The UTQG traction test measures the slide friction coefficient of tires using a tire traction skid trailer at a test speed of 40 MPH. The allowable surface coefficient range per 49 C.F.R. � 575.104 is 0.50 � 0.10. This value is measured using the ASTM E 501 tire with a test load of 1,085lbs and an onboard watering system with an output of approximately 4.0 GPM per wetted inch of nozzle width. Objective: The objective of this contract is to replace the asphalt UTQG traction test surface located at the San Angelo Test Facility (SATF) located on Goodfellow AFB in San Angelo, Texas with a durable surface that meets the tire test surface requirements specified in 49 C.F.R. � 575.104. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The objective of this contract is to replace the asphalt UTQG traction test surface located at the San Angelo Test Facility (SATF) located on Goodfellow AFB in San Angelo, Texas with a durable surface that meets the tire test surfaces specified in 49 C.F.R. � 575.104. Format of Corporate Capabilities Statement: The anticipated period of performance is for a base period of twenty-four (24) months after award of the resultant contract. A Firm Fixed-Price contract is anticipated. This notice of intent is NOT A REQUEST FOR COMPETITIVE PROPOSALS nor is a Request-for-Proposal solicitation document currently available. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one�s ability to provide the requested information will not be considered. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from the Transportation Research Center, Inc. on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 days from the date of publication of this notice.
