- Single Source �Justification � Description of supply or service required to meet the agency�s needs. Indefinite Quantity/Indefinite Delivery Contract for a� Foreign Animal Disease Subject Matter Expert (SME),� needed to assist program with feral swine disease related issues.� Must be fluent in Spanish and possess a current valid passport.� The period of performance is for 12 months from date of award and two possible 12 month option periods.� Anticipated days for these services is 55 total days for one year from the date of award, and 2 option years. Period of Performance 03/15/2022 to �03/14/2025 A Subject Matter Expert� is needed to: � collect information from federal and state agencies, universities, and non-government organizations that informs the� National Feral Swine Program NFSP on how to best meet their needs and short and long-term approaches to implement cooperative programs � provide expertise and guidance on Feral Swine �and how they pose a threat to human and animal populations.� Build a cadre of professionals within academia, government, and industry related to feral swine disease issues. Responsible for determining who and with which frequency contacts are made to meet established tasks/requirements Synthesize information and provide recommendations for future actions, including but not limited to, cooperative opportunities and future collaborative approaches. Report on government and private cooperators, needs and expectations; and to report on cooperators perceptions of how well their needs are being met. �Rationale or circumstances for limiting competition.� This is a follow on Contract.� Dr. Fernandez has previously performed these duties for the�� USDA APHIS WS on Contract 12639519D0024 03/15/2019 to� 03/14/2022 Dr. �Fernandez is a veterinarian with expertise in foreign and transboundary animal diseases, epidemiology, and international disease issues. He is fluent in Spanish and has spent his career working on disease related issues on an international scale.
