Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL.�The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a sole-source basis and award a contract to Trade Management Center Associates, LLC, 1300 Pennsylvania Ave NW Washington, DC 20004. This acquisition is being conducted under the authority of permitting other than full and open competition This acquisition is being conducted using the policies and procedures of Federal Acquisition Regulations (FAR) 13.106-1(b) �Only one responsible source and no other supplies or services will satisfy agency requirements� under the authority of 41 U.S.C.1901(e)(2) in conjunction with FAR Part 12 �Acquisition of Commercial Items� as supplemented by the Commerce Acquisition Regulation (CAR), will be used to evaluate the quotations to award this requirement. The North American Industry Classification System (NAICS) code(s) for this requirement is 812930 Parking Lots and Garages with a size standard of $41,500,000.00. The PSC Code is X1LZ Lease/Rental of Parking. DOC ES-A anticipates awarding a single-award, blanket purchase agreement (BPA) with a 12 month base period and four (4)-one (1) year option periods for this requirement. Background & General Description of Work � The current contract is SA130117CQ0003 and was awarded on December 21, 2016. The period of performance for this requirement is 01/01/2017 � 09/30/2021 (a base year with four option year periods), with a six-month extension to 3/30/2022. The contractor shall provide no more than 70 parking space per month within the BPA period of performance. The Government requires the contractor to provide the standard commercial parking garages with standard size parking spaces with self-parking capability. The garages shall be suitable for motor vehicle parking and shall have exhaust fume ventilation. parking spaces with .2 miles of walking distance from the main entrance of the Herbert C. Hoover Building, located at 14th Street and Constitution Avenue, N.W., Washington, DC. The contractor must ensure that all parking spaces in a safe and enclosed structure to minimize potential security issues.� The parking facility must have fire prevention equipment.� There should be and attendant or valet on the premises during normal business hours for the DOC employees. The contractor shall provide DOC employees with 24/7 access to the parking spaces and shall be responsible for the total administration and operation of the parking facility and parking spaces. In addition, the garages shall be reasonably sanitary and rodent free. The performance of this contract does not include inherently governmental functions or personal services. Unique Characteristics of the Requirement - The Ronald Reagan Building and International Trade Center is the only responsible source that can satisfy this requirement. The parking facility must be located a quarter mile in walking distance from the HCHB main entrance to ensure employee safety when arriving or leaving the office during normal business house. During market research efforts, a survey of other parking garages is over a half mile walking distance to HCHB, which would not ensure employees safety. There is a current contract in place to meet the needs of the Government�s required services.�This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government.�Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to Trade Management Center Associates, LLC.
