- THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTES. THIS IS A SOURCES SOUGHT NOTICE ONLY. The Department of Interior, Bureau of Reclamation, Columbia-Pacific Northwest Region has a This requirement is intended to provide in-house fire service education and training requirements per National Fire Protection Association (NFPA) standards. This requirement will also provide value-added firefighter education and training activities in manual fire combat as needed by the Reclamation Fire Dept. Each on-site training requirement will be based on Reclamation's evaluation of site-, personnel- and topical-specific needs and requirements. The Contractor will provide education/training based on those needs and requirements. The Contractor must have knowledge of National Fire Protection Association (NFPA) structural fire training and education requirements, Industrial Fire Protection systems suppression and regulations and best practices. Contractor must also be an industry expert in Compressed Air Foam (CAFS) use and application along with Fire Protection for Hydroelectric Generating plants with High Voltage Electrical, Transmission and Generation fire systems and suppression. Pursuant to Part 12 and Part 13.5 of the Federal Acquisition Regulations (FAR), Reclamation intends to issue a written Request for Quotation (RFQ) on or about 11 April 2022. The solicitation will be issued using North American Industry Classification System (NAICS) code 611519, Other Technical and Trade Schools, with a Small Business Size Standard of $16.5 million. This notice is to assist the Contracting Officer in determining the appropriate socio-economic (if any) set aside. Reclamation intends to award one (1) firm-fixed price purchase order. The initial period of performance (base year) is one (1) year, with four (4), one-year option periods. Option periods shall be exercised at Reclamation's discretion. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A solicitation will be issued at a later date. Interested persons may identify their interest and e-mail a capability statement and relevant history, along with a Unique Entity ID (UEI) number, to Contract Specialist Paula Gross (pgross@usbr.gov). Responses must be received by 28 March 2022 at 1700 PDT to be considered by Reclamation. A determination by Reclamation not to compete this proposed acquisition, based upon responses to this notice, is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of market research and will not be returned. This sources sought notice shall not be construed as a commitment by Reclamation nor will Reclamation pay for any information provided. This opportunity will be posted on SAM.gov. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to submission of a quote.
