- Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to ARGON ST, INC. (ARGON), 12701 Fair Lakes CIR, STE 800, Fairfax, Virginia 22033-4907. The contract will acquire, on a sole source basis, engineering and technical support by the Original Equipment Manufacturer (OEM) ARGON for the evaluation, analysis and technical support in response to Casualty Reports (CASREPs); Combat Systems, Command, Control, Communications and Computer Readiness Assessments (C5RAs); Deploying Group Systems Integration Testing (DGSIT); Inspection and Survey (INSURV); System and Antenna Grooms, Tech Assists and Repairs; Total Ships Readiness Assessments (TSRAs); and Training Visits and/or upgrades to existing Ship's Signal Exploitation Equipment (SSEE) Increment (INC) E, F and SSEE Mods systems. This requirement will result in a Performance-Based, Cost-Plus-Fixed-Fee (CPFF) contract with a five-year ordering period. The estimated value of this contract is $5M. Authority for other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302- 1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334511, with an applicable size standard of 1,250. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. However, all written responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
