- Description
- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH) intends to award a fixed price contract with one (1) twelve-month base year and a one (1) twelve-month option period to Samar Sayedyahossein, London, Ontario, Canada on a sole source basis to provide research support services to the Department of Laboratory Medicine (DLM) Chemistry Service. The DLM of Laboratory Medicine Chemistry Service performs a vast array of clinical and research protocols. Research support services is needed by a contractor that has both a MD and PhD and at least 5 years of experience in a research lab at the PhD level. In addition, experience performing proximity ligation assays, confocal microscopy, cell cultures, YAP transcriptional activity measurements, subcellular fractionations, cell Hippo pathway activation, insulin cell stimulation, western blots with Image Studio, evaluation and quantification of protein phosphorylation on serine/tyrosine residues, generation and expression of fusion proteins, construct and express plasmids and dual luciferase-based assays is required. The qualified contractor must have specialized knowledge of transcription and translation assays to immunoprecipitated select proteins from cultured human cells and be familiar with breeding mice and isolating selected tissues. The qualified contractor must be able to perform all these duties without training or supervision. Dr. Samar Sayedyahossein is uniquely qualified to fill this role because the position requires a highly specialized professional with a very specific educational background and research experience. Dr. Sayedyahossein has unique specialized training and expertise to perform all these duties without any training or supervision. In addition, the proposed contractor is able to perform the following critical functions which are required for this position; critically evaluate data, troubleshoot experiments, design approaches when experiments do not work, present clearly and logically at weekly meetings, write complete scientific manuscripts suitable for publication in high impact scientific journals, evaluate the work of others in the laboratory and maintain all the equipment used for the various methods outlined. �Dr. Sayedyahossein meets or exceeds the educational background and research experience requirements, respectively, as she holds both a MD and a PhD and has 11 years of experience performing the functions needed to successfully accomplish the duties for this position. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
