Description
Amendment No. P0001 -Beach Mouse Survey DELIVERY ADDRESS: 12295 STATE HIGHWAY 180, GULF SHORES, AL 1. The purpose of this amendment is to issue answers to questions about this solicitation. Question No. 1: The scope of work at paragraph 3.1.1 states that �Trapping efforts will begin within a 6-day window, 3 days before and after the new moon�.� This would limit the dates of trapping to April 27 through May 3 and May 27 through June 3. The next available trapping dates would be June 25 through July 1, which would be outside the spring trapping dates. If, during these limited times, weather conditions (such as lightening on the dunes) prevent opening the traps, the window could not be met. My Endangered Species permit stipulates that trapping should be done during the moon phases less than three quarters full. Would it be possible to extend the moon phase parameters to at least less than half full? Answer: The moon phase parameter of a ""6-day window, three days before and after the new moon"" should be followed whenever possible. However, if there are weather concerns, the trapping window can be adjusted to a moon phase of less than half full if approved by the refuge biologist, Jacqueline Sablan. In extreme weather circumstances (ie...a Hurricane or prolonged flooding event), the window can be adjusted to the moon phases less than three quarters full and would again need to be approved by the refuge biologist, Jaqueline Sablan. Also, due to limited trapping dates in 2022, the spring of 2022 trapping months will be extended to April, May, June, and/or July 1st-July 8th. Question No. 2: The contract states that there will be six grids, each of which will be trapped for 6 consecutive nights. Does the contract require that all 6 grids be trapped during one 6-night period, or could the grids be trapped sequentially, i.e., 2 or 3 grids during 6 nights? Answer: Weather permitting, each grid must be trapped for 6 consecutive nights. However, all 6 grids do not need to be trapped during one 6-night trap period and can be spread out within the specified months in the spring of 2022 and spring of 2023. Question No. 3: I have contacted Jacqueline Sablan at the refuge to inquire about a site visit. I would need to know the location, size, and an estimate of the number of stations at each grid prior to submitting a bid. Answer: As per the scope of work, we will clarify the location of grids upon award. However, for planning purposes, Alabama beach mouse trapping will either occur all on the Perdue Unit or mostly on the Perdue Unit with a lesser amount of grids selected from the Fort Morgan Unit. Please plan for the selected Perdue and Fort Morgan grids to be spread out along the entirety of the two units and not clustered in one area. As per the scope of work, each gird will be 100 stations and will be on 15-20 meter spacing. On 3/25/2021 at 10am Bon Secour NWR will have a pre-award site visit. Please RSVP to jacqueline_sablan@fws.gov by close of business on 3/24/2022 if you would like to attend. We would meet at the refuge office located at 12295 State Highway 180; Gulf Shores, AL 36542 and go out to the field sites from there. Question No. 4: Please clarify which of the 2022/2023 options schedules should be used for the quote, a) the Alabama Beach Mouse Survey Price Schedule or b) page 6 of the Performance Work Statement? Answer: Please provide a quote as per page 6 of the performance work statement. The Alabama Beach Mouse Survey Price Schedule will be updated to match page 6 of the Performance Work Statement. Question No. 5: **Can you provide as to the number of trapping grids to be surveyed at each area (Fort Morgan and Perdue Units) for each option in Spring 2022 and Soring 2023?��**(repeat question) Answer: As per the scope of work, we will clarify the location of grids upon award. However, for planning purposes, Alabama beach mouse trapping will either occur all on the Perdue Unit or mostly on the Perdue Unit with a lesser amount of grids selected from the Fort Morgan Unit. Please plan for the selected Perdue and Fort Morgan grids to be spread out along the entirety of the two units and not clustered in one area. Question No. 6: Will all grids have 100 stations with 200 traps as stated on page 3 of the Performance Work Statement? Answer: Yes, each grid will have 100 stations with 200 traps (2 traps per station). However, at the time of trapping, a station may not be set if there is flooding within grid that doesn't allow for a trap to be set. Question No. 7: Are there any recent trapping (population) data available within the refuge or in the surrounding area that can be provide captures per trap night for Alabama beach mice? Answer: There has been no recent trapping on Bon Secour NWR due to the Covid-19 pandemic. However, in the spring of 2018 an average of 10 mice per night were captured on the Fort Morgan Unit and 8 mice per night on the Perdue Unit. Please keep in mind that number can fluctuate widely. There have been nights with 20-25 mice captured per night per grid and back in 2010 there were even some nights with 80 mice captured per night per grid. With Bon Secour NWR habitats at the later stage of succession, the 80 mice per night would not be expected at this time but the main point is capture numbers can fluctuate widely. Question No. 8: Is there Refuge lodging available for the Project Team during trapping periods on refuge? Answer: No, there will be no Refuge lodging available. Question No. 9: Are Refuge ATV/UTV�s available for the project? Assuming the personnel have proof of ATV Safety Institute or DOI training. Answer: No, the Refuge ATVs/UTVs are not available for this project. Question No. 10: Please confirm the period of performance is for this project. Answer: Estimated date of award (4/4/2022-4/8/2022) through May 31st, 2023. 2. All other terms and conditions remain the same. This solicitation for commercial services is open to all business sizes. The Solicitation Number is 140F0622Q0075 issued as a Request for Quotations (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are attached. This requirement is in accordance with FAR Part 12, Acquisition of Commercial Items and award will be pursuant to FAR Part 13. This action is a Unrestricted, the service is to provide a survey of the Alabama Beach Mouse Population.
