- 1. �THIS IS A PRESOLICITATION NOTICE ONLY. �THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BIDS. �NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2.� WORK REQUIREMENTS.� NAVFAC Far East, Facilities Engineering and Acquisition Division (FEAD) Iwakuni has a requirement for contractor support to provide Medical Waste Collection, Transportation, and Disposal Services as described in the scope of work (SOW) at Marine Corps Air Station (MCAS) Iwakuni, Japan. 3. �Proposed Solicitation Number. �N4008422T5400. FSC Code: S205; NAICS Code: 562211, Medical waste treatment facilities, hazardous 4.� CONTRACT TYPE.� The anticipated contract type is a single award, performance-based, Indefinite Delivery / Indefinite Quantity (IDIQ) Contract comprised of Recurring Work Items and Non-Recurring Work items. 5.� CONTRACT PERIOD.� The Contract for this acquisition will be for a Mobilization Period of one month and for a Base Period of 10 months with a provisions for six (6) 12-month option periods for a total 83-month contract with an anticipated start date of 1 SEP 2022. 6. CONTRACTOR LICENSING REQUIREMENTS.� Prior to award of any contract, offerors must be registered to do business in Japan. �The Contractor shall possess all required permits, licenses, and authorizations to perform work under this contract and comply with the Japan Environmental Governing Standards (JEGS), Waste Management and Public Cleansing Act (Haikibutsu no Shori Oyobi Seiso ni Kansuru Horitsu), and all the other applicable Federal, host nation (Japanese), prefectural, and local laws and regulations. At a minimum, the Contractor shall possess the following permits issued by all applicable prefectural or city authorities: - Permit for Collection and Transportation of (Ordinary) Industrial Waste (IW) - Permit for Disposal of (Ordinary) IW - Permit for Collection and Transportation of Specially Controlled Industrial Waste (SCIW) - Permit for Disposal of SCIW In addition to the above, the Contractor shall possess any other permits and licenses required to perform work under this contract IAW the Contractor�s Medical Waste (MW) Processing Plans. Per JEGS 2020 Chapter 15 and Chapter 16, the JEGS prohibits the generators of IW to contract with a licensed transporter that requires the transporter to then separately subcontract with a licensed disposal facility.� Therefore, a single contractor shall be licensed to both transport and dispose of IW.� A JVA wherein one joint venture partner possesses a required transportation permit and the other partner possesses a required disposal permit is an acceptable alternative to meet this single contractor requirement.� Such joint venture must be registered in System for Award Management (SAM) website and possess a valid Data Universal Numbering System (DUNS) number prior to submittal. 7. �STATUS OF FORCES AGREEMENT. �The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the SOFA to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as �Members of the Civilian Component� under Article I(b) of the SOFA. 8. �SYSTEM FOR AWARD MANAGEMENT REGISTRATION. �Offerors must be ACTIVELY registered in SAM database to be eligible for award. �For more information please go to https://www.sam.gov/. �Interested contractors are encouraged to register as soon as possible. 9. �PLANNED SOLICITATION ISSUING DATE. �On or about middle of May 2022. �The Government does not intend to issue amendment(s) to this Presolicitation Notice if / when the planned solicitation issuing date is changed. �Interested contractors can view and / or download the solicitation at https://www.sam.gov/ when it becomes available. 10. �Hard copies of the solicitation will not be provided. �It is the Contractor�s responsibility to check the websites periodically for any amendments to this solicitation. �All interested contractors should register at the website https://www.sam.gov/. 11. �Interested firms are requested to provide FEAD Iwakuni with capability statements including at a minimum: 1. Company Name, DUNS Number and NCAGE Code, 2. Mailing Address, and 3.
