- Description
- The following notice serves as a request for information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This proposed contract action is being processed on a brand name basis (no substitutions). The North American Industrial Classification System (NAICS) Code is 334511. The Small Business Size Standard is 1,250 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year, firm-fixed-price, indefinite delivery/indefinite quantity (ID/IQ) contract on a brand name basis (no substitutions) for Controlled Reception Pattern Antennas (CRPAs), supplied by the original equipment manufacturer (OEM) BAE Systems, Inc. (BAE) and its resellers. BAE CRPA Part Number is 84916605. The proposed contract action is for supplies for which the Government intends to negotiate with only a limited number of responsible sources in accordance with 41 U.S.C. 1901 and 10 U.S.C. 2304 (c)(1), as implemented in Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii): When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. NUWCDIVNPTs Undersea Warfare (USW) Electromagnetic Systems Department (Code 34) is the Designated Overhaul Point (DOP) and In-Service Engineering Agent (ISEA) for all variants of the OE-538 system. NUWCDIVNPT Code 34 is the sole repair facility designated to perform depot level repairs on OE-538 Multifunction Masts (MFMs). In support of this effort, NUWCDIVNPT Code 34 has a requirement to sustain OE-538/BRC MFMs for the U.S. Fleet through the replacement of CRPAs. The CRPAs are sub-components of the OE-538/BRC MFM. The CRPAs are a part of an eight (8) element, null steering, anti-jamming system that is integrated into the OE-538B/BRC MFM. The CRPA components are proprietary to BAE. Therefore, BAE, and its resellers, are the only sources that can deliver the required CRPAs. The Government anticipates ordering up to thirteen (13) CRPAs over the course of the five (5) year ordering period. The anticipated delivery terms are Freight On Board (FOB) Destination, Newport, RI. The anticipated award date of this requirement is expected to be on or about 01 June 2022. The synopsis is not a request for proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition using full and open competition based on responses to this notice is solely within the discretion of the Government. Information shall be submitted prior to 11 April 2022 via email to the following point of contact: Ryan Davis at ryan.p.davis37.civ@us.navy.mil.
