1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: Backup Generator Rental 1.b. Description: VA Long Beach Healthcare System is seeking a contractor to provide a rental 300kW backup generator for Building 125. 1.c. Project Location: VA Long Beach Healthcare System 1.d. Solicitation Number: Request for Quotes (RFQ) - 36C26222Q0616. 1.e. Set Aside: This solicitation is issued as a Service-Disabled Veteran Owned Small Business set aside. 1.f. Applicable NAICS code: 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing. 1.g. Small Business Size Standard: $35 Million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: Base year plus 2 option years. 1.k. Request for Information (RFI) should be submitted via email no later than 1pm PDT Monday March 28, 2022 to Ositadima.ndubizu@va.gov 2. Statement of Work 2.1. Objective. VA Long Beach Healthcare System is seeking a contractor to provide a rental 300kW backup generator for Building 125. 2.2. Background. Building 125 emergency power generator is currently de-commissioned and 300kW rental generator is required to supply Domestic Water System (PUMPS) and Fire Suppression System with back-up power in the event of an outage. 2.3. Scope. The Contractor shall provide one (1) emergency-power generator rental as a back-up power source for Building-125. This emergency-power generator shall provide emergency power to the Domestic Water System (PUMPS) and the Fire Suppression System. Contractor shall provide ALL NFPA 70 National Electric Code (NEC) required wire to tie 300kW Generator to house power distribution system. Generator main breaker shall be set with a max trip setting of 300 Amps. Contractor shall run (1) cable per phase, (1) cable for the neutral, and (1) cable for the ground, from the ATS to the generator circuit breaker. Contractor shall disconnect existing load for new termination. Contractor responsible for supplying all cabling and shall plug in battery charger and connect auto-start wires. Contractor shall provide cable ramps as needed. Contractor shall ensure battery charger is working. Contractor shall manually start generator with auto-start wires. Contractor shall perform functions test, real time to ensure generator starts and carries load according to VA Long Beach requirements. Contractor responsible for ONE (1) TIME DELIVERY, SETUP, AND TERMINATION of entire system to provide emergency power for Building-125 in accordance with NFPA 70 NEC regulations, manufacturer specifications, and end user requirements. Contractor shall conduct a FOUR (4) HOUR LOAD BANK TEST ANNUALLY (ONE TIME PER YEAR) in accordance with South Coast Air Quality Management District (SCAQMD) and VA Long Beach Medical Center regulations. Load bank testing will be scheduled a minimum of one (1) week in advance at a time and date specified by the Electric Shop Supervisor. Contractor responsible for swapping generator with a replacement unit ONE (1) TIME EVERY YEAR in accordance with SCAQMD and VA Long Beach requirements. When notified by COR Contractor responsible for ONE (1) TIME DISCONNECTION AND PICKUP SERVICE of ALL equipment and cable. Final walkthrough shall be conducted by COR and Contractor to ensure completion of ALL service requirements 2.4. General Requirements Contractor shall provide all labor, parts, materials, equipment and Supervision required to perform all work. Contractor shall check in with Electric Shop Supervisor, upon arrival at the VA Long Beach Healthcare facility. Contractor and Employees shall be issued Temporary ID Badges from the VA Police Department that are always to be worn while on VA Property. Contractor required to wear all OSHA regulated PPE at all times. Contractor is responsible for repairing all damages incurred during performance of this scope of work to including moving materials and tools in and out of the work area. Contractor shall follow all VA Regulations and provide the means to meet these Regulations. Disconnects and reconnects of electrical are all included. All work will be done in accordance with current NFPA 70 National Electric Code (NEC) regulations 2.5. Performance Monitoring. The Contracting Officer Representative (COR), Liam Boccia, will monitor contractor performance and certify the work was done in accordance with the SOW. 2.6. Period of Performance. The period of performance will be a Base year plus 2 option years. All work shall be scheduled during normal work hours (6:00 AM to 6:00 PM) Monday - Friday excluding Federal Holidays. 2.6.a. National Holidays: New Year s Day January 01 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Independence Day July 04 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 2.6.b. If the holiday falls on a Sunday, the following Monday will be observed as a National holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National holiday by U.S. Government Agencies, and any day specifically declared by the President of the United States of America. Overtime & Holiday Pay: Any overtime and/or holiday pay that may be entitled to the Contractor s employees shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government. 2.7. Insurance Coverage a. The Contractor agrees to procure and maintain, while the contract is in effect, Workers Compensation and Employee s Public Liability Insurance in accordance with Federal and State of California laws. The Contractor shall be responsible for all damage to property, which may be done by him, or any employee engaged in the performance of this contract. b. The Government shall be held harmless against any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. c. Before commencing work under this contract, the Contracting Officer shall require the Contractor to furnish certification from his/her insurance company indicating that the coverage specified by FAR 52.228-5 and per FAR Subpart 28.307-2 has been obtained and that it may not be changed or canceled without guaranteed thirty (30) day notice to the Contracting Officer. d. The Contractor shall furnish to the Contracting Officer within fifteen (15) days of award an Official Certification from the insurance company indicating that the coverage has been obtained and that it may not be changed or cancelled without guaranteed thirty (30) day notice to the Contracting Officer. New certifications shall be furnished at least thirty (30) days prior to the expiration date of the current insurance policy. The phrase will endeavor is not acceptable terms to the Government and such coverage carrying that phrase will be rejected and services may not be rendered until proper certificate is issued. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01, dated 10/10/2019.
