Description
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Department (Code 400) is issuing this Request for Information (RFI) and Sources Sought. The sources sought is being issued as a means of conducting market research to identify potential sources that might exist in order to support a five year Indefinite Delivery Indefinite Quantity (IDIQ) commercial service, firm-fixed priced contract for automatic transfer switches (ATS) and emergency diesel generators (EDG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power. For additional information regarding the technical specifications, please refer to the attached DRAFT Performance Work Statement (PWS).� Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award.� All small business set-aside categories will be considered.� Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the government as to the best means of procuring this requirement. Project Background Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS &IMF) requires 250kW, 500kW, 750kW, and 1000kW Diesel Generators (DG) and Automatic Transfer Switches (ATS) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power. Expected run time for any of the rented DG�s is less than 50 hours in a calendar year. The primary delivery location will be Puget Sound Naval Shipyard and Intermediate Maintenance Facility or an alternative delivery location.� Alternative delivery locations are limited to Naval Base Kitsap Bremerton, Naval Base Kitsap Bangor, Naval Base Kitsap Keyport, Naval Hospital Bremerton/Naval Base Kitsap Jackson Park, Puget Sound Naval Shipyard and Intermediate Maintenance Facility Bangor, Naval Station Everett, and Naval Weapons Depot/Indian Island. Scope The awarded institution shall provide and deliver an EDG/ATS upon request of PSNS & IMF to serve as key components in an EPSS. EDGs and ATS shall be certified in accordance with (IAW) references listed in the Performance Work Statement (PWS). � Period of Performance The base period of performance for this requirement is 8/2/2022-8/1/2027. Eligibility The North American Industry Classification System (NAICS) code for this procurement is 532490 �Other commercial Industrial Machinery and Equipment Rental and Leasing� with a small business size standard of $35M in annual receipts. The Product Service Code (PSC) is W061 Lease or Rental of Equipment � Electric Wire and Power Distribution Equipment.
