- This is a Sources Sought Notice / Request for Information (RFI). This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposals, or Request for Quotes. No solicitation is currently available. This request does not obligate the Government in any contact award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Interested parties must not submit proprietary or competition sensitive information within their response. Responses to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal/bid if and when a solicitation is issued. The U.S. Army Corps of Engineers, Pittsburgh District, is seeking information to assist in creating contract documents for Decommissioning Timber Piles. As part of the Monongahela Locks and Dam 3 removal, approximately 630 FT of the existing fixed crest dam will be removed. The top of the fixed crest dam is at EL 726.9 (NAVD 29; all elevations are reported in NAVD 29 in accordance with the original drawings) and the bottom of the concrete composing the dam is at approximate EL 711.5. The concrete is founded on timber piles. The top of the timber piles is at approximate EL 713 and extend to an unknown depth. A 300 FT section of the dam will be removed to establish the new navigable channel after the breach and pool equalization occur. All components of the new navigable channel will need to be demolished to EL 710.7, including the timber piles. There are three options for removal of the timber piles: 1) Crushing the top of the piles form EL 713 to EL 710.7 (2.3 FT), 2) Cutting the tops of the piles from EL 713 to EL 710.7 (2.3 FT), or 3) Pulling the timber piles. Within this 300 FT section, there are estimated to be 450 timber piles, 5,000 CY of concrete, 770 CY of timber cribbing and 450 CY of R-6 riprap (Refer to Figure 1). The sheet pile wall may be removed prior to blasting of the breach and equalization of the pools. USACE is interested in production rates for removal of the concrete, cribbing, timber piles and R-6 riprap. From the initiation of the breach to opening of the new navigation channel, work will be expected to be conducted 24/7 until the 300 FT are excavated to EL 710.7. The Government may use the responses to this RFI for information and planning purposes.
