Description
The Health Resources and Services Administration (HRSA) is contemplating issuance of a purchase order pursuant to Federal Acquisition Regulations (FAR), Part 13.106-1(b) on a sole source basis with Subject7, Inc. 11121 Stackhouse CT, Potomac, MD 20854.� The purpose of this procurement is to renew two (2) Subject7 Proof User Automated Testing subscriptions and two (2) Subject7 Proof Load Package annual subscriptions that are necessary for continued HRSA Data Warehouse (HDW) operations. These tools help to ensure that the HDW website runs optimally with no errors and has fast performance during high usage periods. The anticipated period of performance is for a 12-month base period of April 6, 2022 to April 5, 2023 plus four (4) 12-month option periods. The North American Industry Classification System (NAICS) for this requirement is 541512.������������������������������������������������������������������������������� ������������ Regression and integration testing can be accomplished using Subject7 Proof software without any special coding, while other COTS or open source products require additional coding and customized testing. Subject7 Proof software helps reduce the testing time to include but not limited to regression testing, smoke testing, production verification testing, production monitoring, and integration testing. It also has add-ons that can help with automated 508/accessibility testing and load testing. This not only automates testing processes, it decreases HRSA�s cost requirements for special coders by offering training, support, feature enhancements, and upgrades in which all are included in the subscription. Also, there is an implicit cost saving in terms of resourcing cost where resources that can effectively use competing products are mainly developers who are more costly than testers. HRSA has used Subject7 since 2017, replacement of the Subject7 Proof software with a different solution would result in significant additional costs or a potential redesign of the HDW�s software application environment, which would result in significant disruption in the services that the HDW provides. The proposed simplified acquisition action is for supplies or services for which the Government intends to solicit and negotiate with Subject7 under authority of the Federal Acquisition Regulations (FAR), Part 13.106-1(b).
