- The U.S. Forest Service (USFS), Washington Office Procurement and Property Services (WOPPS) intends to issue a contract under the authority of FAR 13.106-1(b)(1), on or about April 12, 2022 to Sciaps, Inc. in support of International Programs (IP). IP Wood Identification and Screening Center seeks a handheld LIBS Analyzer to measure the elemental composition of wood and wood products. This technology could be the key to in-field species and origin identification, allowing for law enforcement officials to make rapid determinations of illicit wood products outside of a laboratory setting. Illegal logging is the third largest transnational crime, with an estimated loss of 51-152 billion USD annually in addition to the loss of biodiversity and negative impacts on local communities (https://www.usaid.gov/biodiversity/illegal-logging-and-deforestation). Combatting illegal logging requires identification of 1) the tree species found in commercial trade and 2) the regions where the trees are being harvested. Chemical methodologies can provide both species and region determinations, but heretofore these methods have been restricted to a laboratory space. Current analysis structure requires a law enforcement agent to take samples from questionable shipments and mail those samples into a laboratory, where analysis can take anywhere from two days to one month. The laser-induced breakdown spectroscopy (LIBS) analyzer is a handheld, portable device that can be used in the field by agents to procure the chemical makeup of a sample of wood in only moments. There is no sample preparation required to use the LIBS system, so the identification of illegal logging samples can be done on-site, within a short window of time, and without any extra preparation to take up more valuable time. The objective of this acquisition is to obtain instrumentation which can be used to establish a better system for elemental wood analysis and identification at shipment sites quickly and efficiently with accuracy and precision. TECHNICAL REQUIREMENTS To meet the goals of this project, the instrumentation must be light enough to be easily used in the field by law enforcement agents, port investigators, and Customs and Border agents. In addition, the instrumentation must be durable and suitable for use in a range of environments and elevations. Due to the possibility of remote sampling, it must also be fitted with internal data storage capacity as well as timestamps for data acquisition and management. It is essential to have an argon-purge system to keep moisture and oxygen out of the sampling area for higher precision and increased detection level capabilities. The instrumentation should be capable of precisely and accurately measuring atoms and ions in a range of 190-980 nm with three internal spectrometers that will allow for myriad elemental data including but not limited to Li, Be, C, Na, Mg, Al, Si, S, K, Ca, Ti, Cr, Mn, Fe, Ni, Cu, Zn, Ba, Pb, H, B, N, O, F, P, S, Cl, K, Se, Br, Rb, Sr, Nb, Mo, Rh, Pd, In, Sn, Sb, Ce, Pt, Au, and Hg to be collected. The instrumentation must come with customer support, a warranty period of at least 1-year, replaceable components in the event of normal wear, and rapid heat dissipation technology. WOPPS intends to non-competitively award this requirement to Sciaps, Inc. Sciaps, Inc. offers the Z-903 GeoChem Analyzer, which meets the technical requirements outlined herein. The North American Industry Classification System (NAICS) code for this requirement is 334516 with the size standard of 1,000 employees. This notice of intent is not a request for quotes. However, all responsible sources may submit an offer and capabilities/narrative that proves by clear and convincing evidence that details their ability to provide the supplies needed for this requirement.� If said OFFER and capabilities/narrative is received within fifteen (15) calendar days of publication of this notice, the narrative will be considered by WOPPS. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
