- Notice of Intent to Award Sole Source Modification NWWG3100-22-00009 The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) in Norfolk, VA intends to negotiate on a sole source basis with Campbell Scientific Inc. to provide a contract modification to the existing Automated Surface Observing System (ASOS) Production Contract 1305M2-19-D-NWWG-0014. The modification will provide enhanced ASOS capabilities for ceilometer backscatter data output. This effort includes developing a Backscatter Documented Weather Algorithm (DWA) for the ceilometer. The statutory authority for other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334111 Electronic Computer Manufacturing, which has a business size standard of 1,250 employees. This is not a solicitation for competitive offers. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 2:00 p.m. Eastern Time, April 14, 2022 to be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to Margaret.Williams@noaa.gov by 2:00 p.m. Eastern Time, April 14, 2022.
