Description
This Limited Source Justification will incorporate the FHWA Highway Performance Monitoring System (HPMS) 9.0 application into the performance of FHWA Order No. 693JJ321F000103 under the Operations and Maintenance (O&M) CLIN 02000 � 32000 and the Development, Modernization and Enhancement (DME) CLIN 00300 � 20300.��The authority to award the modification to increase the ceiling value of the subject order is� FAR 8.405-6(c).� The Highway Performance Monitoring System (HPMS) is a national level highway�information system that includes data on the extent, condition, performance, use, and�operating characteristics of the Nation's highways. In general, the HPMS contains administrative information and extent of system information on all public roads, while�information on other characteristics is represented in HPMS as a mix of universe and�sample data for arterial and collector functional systems. The major purpose of the HPMS is to support a data driven decision process within FHWA, the DOT, and the Congress. The�HPMS data is used extensively in the analysis of highway system condition, performance,�and investment needs that make up the biennial Condition and Performance Reports to�Congress. These Reports are used by the Congress in establishing both authorization and�appropriation legislation, activities that ultimately determine the scope and size of the�Federal-aid Highway Program and determine the level of Federal highway taxation.�The addition of HPMS 9.0 in the subject order will allow the Office of Policy Information�to maintain its overall mission with an enhanced system of capturing and analyzing�information on all public roads. HPMS 9.0 provides all of the capabilities of HPMS 8.0 on�a new and enhanced platform with upgrades to some of the key functionalities.�Incorporating the O&M and DME support of HPMS 9.0 into this order will allow the�Office of Policy Information to capitalize on the contractor�s expertise gained through its�O&M support of the HPMS 8.0 system, and will allow the office to realize synergies across�its portfolio of systems that are all supported under the subject order. The DME support�will allow the vendor to add some key features to HPMS 9.0 that support state submissions�and review capabilities.
