Description
This is a Combined Synopsis / Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 � Streamlined Procedures for Evaluation and Solicitation of Commercial Items � as supplemented with additional information included in this notice. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Brand-Name-Only Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 dated January 31, 2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 � Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This acquisition is unrestricted. DESCRIPTION OF REQUIREMENTS Background The Indoor Air Quality and Ventilation Group within the Energy and Environment Division supports the development of ASTM test methods, standards, and reference materials. The Indoor Air Quality and Ventilation Group develops computer simulation programs and measurement procedures and applies them to better understand the phenomena of air and contaminant transport in buildings and to support industry efforts to improve environmental conditions in buildings in a cost-effective manner. The results of this research provide reliable methods to evaluate ventilation characteristics and indoor pollutants.� One effort within the group involves the measurement of nitrogen oxides in laboratory and field studies. Objectives The purpose of this requirement is to obtain one (1) Teledyne Model N500 True NO2/NOx/NO Analyzer, a cavity-attenuated phase-shift spectroscopy nitrogen oxide (NOx) monitor. This is a brand name only requirement. Required Specifications Please see the attached Statement of Need for details. Brand Name Only Requirement IAW FAR 13.106-1(b)(1)(i) NIST is researching air cleaning technologies which have the potential to produce byproducts that may interfere with chemiluminescence analysis techniques (e.g. nitric acid, particulate nitrates, organic nitrates).� To perform this research, NIST requires an instrument that uses cavity-attenuated phase-shift spectroscopy techniques to measure NO2, NOx, and NO directly and simultaneously. This capability is imperative for planned research activities. The Teledyne API Model N500 CAPS True NO2-NOX-NO Analyzer is the only instrument in the marketplace that simultaneously measures and reports NO2, NOx and NO directly using cavity-attenuated phase-shift spectroscopy techniques. Therefore, only this specific instrument is capable of meeting the Government's requirements. Market research indicates that there is at least one authorized reseller of this instrument so a brand-name-only competition is appropriate. � DELIVERY Delivery is required within eight (8) weeks after contractor receipt of order. PAYMENT TERMS One lump sum payment will be authorized upon the successful testing and acceptance of the Contractor�s delivered products and training. APPLICABLE PROVISIONS AND CLAUSES Please see the attached document for applicable provisions and clauses. QUESTION AND ANSWER PERIOD CAR 1352.215-73 INQUIRIES (APR 2010): � Quoters must submit all questions concerning this solicitation in writing electronically to Ms. Lauren Roller, Contract Specialist, at lauren.roller@nist.gov. Questions must be received by or before April 8, 2022 at 11:00 AM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.� (End of Provision). � DUE DATE FOR QUOTATIONS All quotations must be submitted via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. Submission must be received not later than April 13, 2022 at 11:00 AM ET. REQUIRED SUBMISSIONS For the purpose of evaluation of Technical Capability: Documentation and product literature, which clearly demonstrates that the items being quoted conform to the brand-name-only requirements identified herein. Documentation shall discuss specifications and warranty of the quoted products, as well as quoted training. For the purpose of evaluation of Price: A firm-fixed price quotation for the identified line item. Any shipping/delivery fees must be included in the quotation. Contractor Unique Entity Identifier (UEI) UEI shall be used to verify the Quoter�s active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award. � Completed Provisions Please complete the highlighted areas in the applicable provisions and clauses documents and return with submissions. � CONTRACT LINE ITEM STRUCTURE: Responsible Quoters shall provide pricing for the following line item: LINE ITEM 001: Contractor provision of one (1) Brand-Name-Only Teledyne N500 CAPS True NO2/NOx/NO Analyzer in accordance with the Statement of Need, inclusive of any Delivery Fees EVALUATION CRITERIA AND BASIS FOR AWARD In accordance with FAR 52.212-2: Evaluation � Commercial Items as included in the attached Applicable Provisions and Clauses document, the Government intends to award a purchase order resulting from this solicitation to the responsible Quoter whose quotation, conforming to the solicitation, is the Lowest Price Technically Acceptable quote. Technically acceptable means that the quotation meets the following requirements: Quotation clearly includes all brand-name-only products, in accordance with the required specifications, quantities, and warranty features, as well as the required training support, as identified in the Statement of Need. � Quotation clearly meets delivery requirements (F.O.B Destination Delivery, Delivery within 8 Weeks ARO) � Price will be evaluated for reasonableness. �
