Description
SOW - Veteran Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice to identify companies that have the resources and capabilities to provide security services. Interested & Capable Responses: NCO 5 is seeking responses from companies that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Please respond with your: 1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and person of contact (including telephone number & email address). 2. Capability statement and summary of previous experience providing Security Services for the Veterans Health Administration or other similar healthcare facilities. 3. GSA contract number, if your company has one, that includes a RSO line item and coverage includes the Martinsburg, WV geographical area. 4. Ballpark cost estimate of what the government could expect to pay your company to perform the work described above per year. Responses must be submitted by 16:00 AM (EST) APRIL 13, 2022. Responses to the information requested above must be submitted via email to timothy.russell@va.gov. This request for information/sources sought notice is for planning purposes ONLY. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted because of this notice. B.3 PERFORMANCE WORK STATEMENT SECURITY SERVICES GENERAL: The Martinsburg VA Medical Center is a division of the United States Government s Department of Veterans Affairs (VA) and has a requirement for healthcare resources to be furnished by a Contractor, these services required are to provide for at the Martinsburg VA Medical Center, Martinsburg, WV. The Contractor shall provide services to the medical center in accordance with the requirements herein. The services to be performed by the Contractor. VAMC Police Service Chief in conjunction with the Office of the Director will monitor contractor performance. SERVICES REQUIRED: Contractor shall furnish all personnel, equipment, supervision, and supplies necessary to provide unarmed security services, at the Department of Veterans Affairs Medical Center, located at 510 Butler Avenue, Martinsburg WV 25405. The contractor s employees must be present at the VA facilities and must perform the required services to obtain payment under this contract. Services provided under this contract are subject to the Privacy Act. Contractor shall provide the following services listed below: Contractor shall provide security guard and alarm monitoring services as indicated in section 1.6 schedule/duty/tour. Contractor's personnel who are employed under this contract shall have been approved by the Contracting Officer Representative (COR) or his/her designee prior to beginning duties. Approval shall be based on meeting the qualification standards in the contract, plus other background information obtained regarding the individual which attests to his/her fitness for the required duty. PLACE OF PERFORMANCE: Martinsburg VAMC 510 Butler Avenue Martinsburg, WV 25405 CONTRACTOR MANAGEMENT The Contractor shall manage the total work effort associated with the guard and alarm monitoring services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, report preparation, establishing and maintaining records, and quality control. The Contractor shall provide an adequate, qualified staff of guard personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. Perform unannounced inspections of their contract guard and alarm monitoring performance for each work shift. The COR may determine specific inspection times, as required. PERSONNEL: Supervisor: Contractor shall provide a supervisor who shall make daily on-site visits to the contracted site. Each supervisor shall have a background with a minimum of two (2) years of successful experience in field supervision (civilian community law enforcement, military service law enforcement, or security, commercial or industrial guard service or security). In addition, the supervisor must meet the Contract Security Guard and Alarm monitor Requirements and Qualifications as set forth in the statement of work. Prior to being assigned duties, the person selected for a supervisor position must be accepted by the COR. The supervisor may or may not be part of the guard/alarm monitoring working staff unless approved by the COR. When the supervisor is part of the guard or alarm monitoring staff, they shall perform all the functions required at the post they are staffing and shall not depart the post unless relieved. The contractor shall provide the names, telephone numbers and addresses of the on-site or in-field supervisor, in writing, to the Contracting Officer prior to performance under this contract. The term on-site supervisor means a person designated in writing by the Contractor who has authority to act for the contractor on a day-to-day basis at the worksite or vicinity. The on-site supervisor shall not simultaneously perform the duties of on-site supervisor and guard under the term of this contract unless approved by the COR. The contractor shall provide the level of supervision to ensure that employees are properly performing all duties as specified in accordance with the contract. This includes an on-site supervisor and at least (one) lead alarm monitor. On-site Supervisors Duties: The on-site or in-field supervisor shall assure the guard(s): Are in uniform and present a neat appearance. Maintain continued liaison with the COR or designated alternate. Conduct site inspections of all post to ensure compliance of rules and regulations. In making the required supervisory inspection, the contractor shall determine at a minimum that the guard is in full uniform when carrying out the duties and responsibilities of the contract. The inspection shall ensure that the overall appearance and demeanor of the guard promulgates professionalism, not only during the actual inspection but also throughout the assigned shift. The contractor shall ensure that all results of observations are to be kept in a guard log. When inspecting the guard employee, the supervisor shall ensure that: A current copy of the regulations and instructions pertaining to the guard post and guard orders are immediately available at each post of duty. Each guard has studied the orders and regulations and is thoroughly familiar with them. Each guard most always comply with the orders and regulations. Provide Post breaks during their scheduled tour. Conduct quarterly training of all contract security guards and Alarm Monitors through the guidance of the VA Police Training Officer and Physical Security Section. Training will include but not limited to post policies, alarm monitor refresher training. Shall manage Central Alarm monitoring and the performance of the Alarm Monitors. Shall make sure all VA policies and regulations are being followed by his/her subordinates. Conduct on-spot corrective training for subordinates. Shall make sure paperwork is filed and disposed of in accordance with policy and regulations. Conduct a VA Police approved guard/alarm monitor orientation on individual conduct and responsibility for contract personnel prior to their duty assignments. Each employee s initial orientation will be documented and signed by the employee and supervisor. A copy shall be forwarded to the COR. Shall make sure alarm monitors and guards are up to date with all training (VA and WEAPON/NCIC). The contractor supervisor shall personally contact the COR during the first week of every month to review and discuss matters of mutual concern. Contact may be in person or by telephone. The lead s duties will include: Assisting the on-site or in-field supervisor with shift coverage. Assume the on-site or in-field supervisor s roles in their absence. Guard: Contractor shall provide security guards who work from assigned fixed post and/or conducts roving patrols of facilities, grounds, and outbuildings. General duties are specified in this contract. Each security guard shall have a background with a minimum of two (2) years of successful experience in security/ law enforcement, military service law enforcement, or security, commercial or industrial guard service or security. Guard Duties: A. Conducting identification card checks at entry control points. B. Verify that individuals(s) possess valid authorization or reason for entering facility property per locally established guidelines. Customers may be staff, patients, visitors, or VIPs. C. Follows all VA guidelines, Standard Operating Procedures and Medical Center Memorandums. D. Provides directions to visitors E. Reports suspicious activity to the VA Police F. Receives and applies instructions during normal and special awareness operations, to include methods of observing and identifying persons and suspicious activity. G. Conducts routine foot patrols of designated areas on Martinsburg VAMC property. Alarm monitor: Contractor shall provide alarm monitors who will be stationed in a central emergency alarm monitoring center and receive general duties as specified in this contract. Each alarm monitor will have at least (1) year of direct experience in emergency alarm monitoring systems and procedures related to response to medical, law enforcement, and medical emergencies. They must have a thorough understanding of first responder procedures and keep their NCIC certification up to date. They must be experienced in basic computer functions including keyboard entry, word processing, and file management. They must have knowledge and experience of operating a video surveillance system utilizing Ocularis software. They must have experience and knowledge of a physical access control system with intrusion and panic alarm monitoring using Identiv Velocity software. They must have experience/knowledge with Fireworks fire alarm system. Alarm monitor must be WV WEAPON system certified. Alarm monitor Duties: Monitors CCTV, intrusion, and fire alarms, including duress, access control and emergency notification procedures Monitor s security surveillance cameras and detects criminal activity in progress, suspicious behavior patterns, observes suspects, and known offenders, takes supporting law enforcement action and continuously monitors that person until they are intercepted and detained. Performs telephone and radio call intake and processing Emergency and non-emergency telephone numbers Police, Fire, facilities, and emergency management radio frequencies Makes telephone calls upon the direction of the VA Police Ensures emergency response and coordinates with local emergency services, County, State, and federal law enforcement officials during emergency situations. Makes emergency and non-emergency announcements Completes a daily journal Must maintain and input data into SharePoint Utilizes call back rosters when needed Conducts themselves in a courteous and professional manner when interacting with co-workers, civil/federal law enforcement, VA employees, VA patients, visitors and guest Operates a wide variety of communication systems and related security equipment, such as National Crime Information Center Computer Terminal (NCIC). Must be able to provide immediate and courteous directional and/or assistance to patients, visitors, and employees. During non-business hours will support the facility work order system by alarm monitoring maintenance personnel for emergency repair or submit work order. Will monitor disruptive behavior event notifications and ensure officers are aware of the notification. Will monitor emergency medical notification systems and send appropriate staff to the location. Once the event is over information will be logged in the daily journal and any other SharePoint site for data logging. NCIC: The National Crime Information Center or NCIC computer system is used by law enforcement to conduct warrant searches, background checks, driver s license checks, vehicle s registration, registered property checks and other security and quality controls. Each alarm monitor will be trained as an official operator of the West Virginia State Police Weapons Training. The contractor will send the alarm monitors to the appropriate NCIC course based off the registered NCIC access level granted to the Martinsburg VAMC station. We re currently an inquiry only site but will be upgraded to a full access site soon. Minimum Qualification Standards Eligibility: To be eligible to perform under the terms of this contract, each contractor employee shall meet, to the satisfaction of the COR, the following education, experience, health, and security requirements. Suitable experience may have been gained as a continuous uniformed officer of the contracting agency, other licensed, bonded agencies of like business, federal, state, or municipal police agency, or military service (guard or police series). Education/Experience: Must possess a high school diploma or equivalency and have two (2) years of experience demonstrating the ability to meet and deal with the public; the ability to read, understand and apply printed rules, detailed orders, instructions, and training materials; the ability to identify suspicious activity and persons; and the ability to construct and write clean, concise, accurate and detailed reports. Age: All contracted employees performing work under this contract shall have a minimum of eighteen (18) years of age as required by local laws. License: Contractor shall furnish to the Contracting Officer proof that he/she is licensed and bonded as required by the State of West Virginia for doing business as a contract security company. Personal Traits: The Contractor shall ensure that contract staff assigned to duties at Martinsburg VAMC will be expected to: Exercise good judgement Interact with people in a positive manner Maintain a high level of performance Maintain poise and self-control under stress Meet and interact with the public Medications (Prescribed, Non-Prescribed, Intoxicants): The Contractor shall ensure that while on duty no contract employee will possess, sell, consume, or be under the influence of medications, intoxicants, drugs, or substances which impair the ability to perform their assigned duties. The Government reserves the right to direct the Contractor to remove an employee from the work site for failure to comply. Random Drug Testing: The Government may require a maximum of two (per year) Contractor-conducted random drug tests for all contracted employee under this statement of work. The results will be submitted to the COR. HEALTH AND PHYSICAL FITNESS REQUIRMENTS: All employees assigned by the Contractor to work under this contract shall be physically able to perform all general duties, functions, and activities; shall be free of any communicable disease; shall be in good general health without physical defects or abnormalities which would interfere with the performance of these duties; shall possess binocular vision correctable to 20/20; shall be free of color blindness, and be capable of hearing ordinary conversation at 15 feet with either ear without benefit of a hearing aid. Each employee shall be given a physical examination without cost to the Government or employee, and medical certification attesting to the results of this examination shall be furnished to the Contracting Officer on Standard Form 78, at least five days prior to assignment of the employee to duty. All contractor employees providing services specified under this contract must undergo a psychological assessment without the cost to the Government or the employee. This psychological assessment must be carried out in accordance with accepted professional standards by a physician or licensed practitioner authorized to conduct such examinations. For detailed policy see the Federal Personnel manual, Chapter 339, Medical Qualification Determinations. The employee shall undergo annual physical and psychological examinations with results furnished to the Contracting Officer. CONTRACTOR FURNISHED PROPERTY AND SUPPLIES: The Contractor shall furnish and maintain in acceptable condition, at no cost to contract employees, all items of uniform and equipment necessary to perform work required by this contact, as discussed in this paragraph. Uniforms: Standard of appearance shall conform to those prescribed in VA Handbook 0730. Any disputes regarding application of the standard shall be referred to the Contracting Officer. The color of the contractor s guard force uniforms shall be a color in general use by large guard organizations. All employees performing under this contract shall be appropriately styled. Feminine uniforms shall be worn by female members of the guard force. Appropriately lettered breast badges, indicating the employee is a security guard, shall be worn as part of the uniform. Shoulder patches lettered to indicate the identity of the contractor shall be worn on the left shoulder of the uniform blazer, jacket, and shirt. Identification nametags and PIV identification shall be worn over the right breast jacket, blazer, and shirt pocket. No other identification of the contractor or employee shall be worn or displayed on the uniform. Approved uniforms and related accessories, listed below, do not have to be new but must be in good condition: Shirt, long sleeve Shirt, short sleeve Trouser, all-season weight Necktie (to be worn with long sleeve shirt or short sleeve shirt, when worn with blazer) Jacket, winter, heavyweight artic field coat Jacket, lightweight Blazer Gloves, (pair), (color to match accessories) Flashlight, 2 Lithium photocell , size 123, Surefire Flashlight holder, secured to trouser belt. Radio case Insignia, shoulder patch (each shirt and jacket) Nameplate, 3 1/2' x 3/4 , black 1/2 lettering on silver metal (brushed or stainless) Polo shirt with contractor s name on right side of shirt and badge embroidered on left side. (Alarm monitors only) The alarm monitors will wear trousers that match in color with the polo shirt. The long and short sleeve shirts will be required at the contractor s discretion. The uniform shall only be worn when the guard is on official duty or when the guard is in transit between his/her place of residence and duty station. Shoes shall be low quarter or high-topped lace type with police or plain toe and standard heel. The color of the shoe shall match the color of leather equipment accessories. Any deviation from the above requirements must be approved by the COR and the Chief of Police Services. The color of uniform accessories and equipment shall be standard black and brown, as may be appropriate to match the uniform. Inclement weather clothing shall be required for all guards required to perform duties while exposed to cold, rain, and other inclement weather conditions. All inclement weather clothing must be identical in style and color for each guard. NOTE: No guard may enter on duty without wearing the proper uniform (including PIV card/ Badge). Each guard on duty shall be equipped with supplementary equipment including, but not limited to, notebooks, pens, pencils, replacement flashlight batteries and bulbs, as appropriate to operations. Guards shall not be permitted to provide themselves with any unauthorized supplemental, personal items, or other non-standard items. Contractor's guards shall NOT be permitted to provide themselves with any unauthorized supplemental or personals, such as either concealed firearms, knives, or such other non-standard items, considered as illegal or unauthorized on Department of Veterans Affairs property. Weapons Prohibited: The contractor shall not possess any concealed or unconcealed firearms, mace, knives, come along night sticks or any other auxiliary, non-standard items. No person entering or while on property shall carry or possess firearms or other dangerous or deadly weapons. Exception- Personnel from authorized law enforcement agencies. GOVERNMENT FURNISHED The VA Medical Center will provide orientation and training on VA policies and procedures. All security contractors will be required to attend a facility orientation program on safety and emergency procedures. This training will be scheduled at the kickoff meeting at a mutually agreeable date. VA specific training and orientation must be completed by each employee after award and prior to commencement of any work. Bi-annual refresher training will be provided to the alarm monitors on the facilities CCTV and security systems. All post furniture will be provided by the Department of Veterans Affairs. All communication equipment will be provided to each post. The government will provide workspace for the posts and alarm monitoring. SCHEDULE/ DUTY/ HOUR: The Contractor shall provide a monthly work schedule, which indicates specific hours of the day that each post will be staffed, the contractor s name and the number of personnel per post. The Contractor shall submit this work schedule to the COR three (3) business days prior to the beginning of each month. Changes to the monthly work schedule shall be submitted to the COR at least three (3) business days prior to the start of the proposed change. CENTRAL ALARM MONITORING: Hours/Schedule: Location: Martinsburg Medical Center; 510 Butler Avenue, Building 318, Martinsburg WV 25405. Working Hours: The alarm monitoring center will be always staffed by 2 alarm monitors for a total of 336 hours per week. **All guards shall brief oncoming shift prior to shift change. Service Locations: Location: Martinsburg Medical Center; 510 Butler Avenue, Martinsburg WV 25405. Location Manning Times: Location 1 (Emergency Department), 24 hours a day / 7 days a week Location 2 (HOPE Center) Monday Tuesday 7:30am- 6:30pm, Wednesday- Friday 7:30am- 5:00pm *Location 3 (Main Lobby) 7 days a week- 5:00am-9:00pm Location 4 (Main Gate) 24 hours a day / 7 days a week Location 5 (502 Domiciliary) 24 hours a day / 7 days a week *Location 6 (Dental Clinic) Monday-Friday 7:00 am to 6 pm and Saturdays 7:30 am to 5 pm Location 7 (CRRC) 24 hours a day / 7 days a week. Location 7a (CRRC) M-F 0700-1530 (except holidays). Locations 2 and 6 will not be staffed on 13 Federal holidays. Locations 7,7a, will be partially staffed on holidays. **All personnel shall brief oncoming shift prior to shift change. Each alarm monitor will receive four (4) hours of VA systems refresher training annually. Refresher training for alarm monitors will be billed on a separate line item. The total hours of refresher training are not to exceed 48 hours per year. Locations may change due to coverage requirements. The COR will notify the contractor of upcoming post relocations. Entrance Control Locations. Contractor shall operate and enforce a system of personnel identification. Direct patients/visitors to sign in with reception. Perform package inspection when directed to do so. Security and Fire Systems. Contractor shall monitor and operate building fire alarm and intrusion detection systems and other protection devices or building equipment. Immediately report all alarm activations to the on-duty VA Police and or VA Fire Department. Building Rules and Regulations. Contractor shall observe building occupants and visitors for compliance with posted rules and regulations. Unauthorized Access. Contractor shall report any persons attempting to gain unauthorized access to the property to the on-duty VA Police. Hazardous Conditions. Contractor shall immediately report potentially hazardous conditions and items in need of repair, including inoperative lights, leaky faucets, toilet stoppages, broken or slippery floor surfaces, etc., to Central Alarm monitoring. Take immediate action to prevent injury of patients or staff (use safety cones to block area and direct activity around the hazard, etc. Injury or Illness. Contractor shall obtain professional assistance in the event of injury or illness to Government employees, Veterans, or others while in the building or on the grounds. Render First Aid and/or CPR in emergency situations and assist medical and law enforcement personnel as appropriate. Additional Duties. Contractor shall turn off unnecessary lights, check safes (if applicable), lock type repositories, and cabinets, close windows, open and secure doors, and gates, etc. Reports and Records. Contractor shall prepare reports as required/directed by the COR including but not limited to incident and daily monitoring checklists (to be provided to contractor post award). Maintain necessary records. As necessary, turn reports and records in to designated official. Civil Disturbances. Contractor shall perform such other functions as may be necessary in the event of situations or occurrences such as civil disturbances, attempts to commit espionage, sabotage, or other criminal acts adversely affecting the security and/or safety of the Government, its employees, property, and the public, lawfully in buildings or on the grounds under the control of the Government. Contractor will facilitate meal and rest breaks. VA Police will not provide coverage. Meals will not be consumed at manned locations. Once the individual is on duty, the individual may not be permitted to leave their manned location until properly relieved by another contractor employee. A record keeping system of Contractor s hours worked shall be maintained. CONTRACTOR PERSONNEL SECURITY REQUIRMENTS: Upon contract award, all key personnel shall be subject to the appropriate type of background investigation or screening per VA/VHA directive 0710 and must receive a favorable adjudication from CCA Personnel Security Specialist or VA Security and Investigations Center (SIC) depending on investigation or screening required.  This requirement is applicable to all subcontract personnel.  If the investigation or screening is not completed prior to the start date of the contract, the Contractor will be responsible for the actions of those individuals they provide to perform work for VA. Contract personnel who previously received a favorable adjudication as a result of a government background investigation or screening may be exempt from this contract requirement. They must provide documentation to support the previous adjudication. Proof of previous adjudication must be submitted by the Contractor to the VA Contracting Officer. Proof of previous adjudication is subject to verification. Some positions maybe subject to periodic re-investigation/screening. 1.   Position Risk/Sensitivity: For all positions required under this contract, the position risk/sensitivity has been designated as: High Risk 2.   Background Investigation/Screening: It is anticipated that the Contractor or contract personnel will be providing services at a VA facility(s) for MORE than 180 days under a single contract or series of contracts or have access to VA computer data systems. The background investigation/screening commensurate with the requirements of this contract is: NACI 3.  Contractor Responsibilities The Contractor shall prescreen all personnel to ensure they are able to read, write, speak, and understand the English language. The Contractor shall submit or have their contract personnel submit the following required forms to the Personnel Security Specialist or VA Contracting Officer, through the COR or Personnel Security Specialist, within five (5) business days of contract award. 4. Low Risk Investigative Requirements All investigations must be completed through the Electronic Questionnaires for Investigations Process (e-QIP).  All contractors must complete the Authorization for Investigation Worksheet before they can complete the online e-Qip. Optional Form 306, Declaration for Federal Employment provide by VA point of contact. Electronic Fingerprint Verification or FD 258, U.S. Department of Justice Fingerprint Applicant Chart. Once the items requested are completed, the Contractor is authorized to provide services under the contract. As previously stated, if the investigation or screening is not completed prior to the start date of the contract, the Contractor will be responsible for the actions of those individuals they provide to perform work for VA. The Contractor, when notified of an unfavorable determination by the Government, shall withdraw the contract person from consideration of working under the contract. Failure to comply with these Contractor personnel security requirements may result in termination of the contract for default. 5. Government Responsibilities   The VA Contracting Officer will ensure a time for contract personnel to complete the fingerprint portion of this requirement, if any, and the COR will be responsible for performing any duties assigned by the VA Contracting Officer with regard to fulfilling the Contractor personnel security requirements described herein. Upon receipt, the local VA facility or VA SIC, depending on the type of investigation/screening required, will review the accuracy of the items requested in paragraph above, and forward these items to OPM to conduct their portion of the background investigation or screening, as applicable. The requesting VA facility will pay for any portion of the investigation or screening conducted by OPM, if any.   Depending on the type of investigation/screening required, the Personnel Security Specialist, or VA SIC will notify the VA Contracting Officer of the adjudicating results of thebackground investigation or screening. The VA Contracting Officer and Personnel Security Specialist will ensure that the required investigations or screening have been completed or are in the process of being requested. PERSONNEL IDENTITY VERIFICATION (PIV) OF CONTRACTOR PERSONNEL: In accordance with FAR 52.204-9 and VA Directive 0735 Personal Identity Verification of Federal Employees and Contractors, any contract person who requires routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system will be required to verify their identity prior to providing services under the contract. Prior to providing services under the contract, each contract person will be asked to provide two (2) forms of identification from the Accepted Identification Documentation List to the appropriate VA representative in order to obtain a proper VA-issued identification card. See the Accepted Identification Documentation List provided below. The COR, or designee, will be responsible for sponsoring each contract person that requires a VA-issued identification card. PIV ID PROOFING CRITERIA: The following criteria must be met by all VA employees, contractors, and affiliates prior to being issued a PIV card or Temporary Identity Badge. 1. Two forms of identification are required from the above list of acceptable documents.
