- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Contractors MUST submit the following by e-mail to CFLAcquisitions@dot.gov for receipt by close of business (4 p.m. local Denver time) on April 19, 2022: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the AZ NP GRCA 272(1) Mather Point Campground Loops project in which you performed (as the prime contractor) placement of Roadway Aggregate, Full Depth Reclamation, and Asphalt Concrete Pavement placement. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: AZ NP GRCA 272(1) Mather Point Campground Loops PROJECT DESCRIPTION:� The AZ NP GRCA 272(1), Mather Point Campground Loops project is located in Grand Canyon Village approximately 22 miles west of the Grand Canyon East Entrance in Coconino County, AZ. The project is proposing to rehabilitate (3R) campground roads and campsite parking stalls at the Mather Point Campground within the South Rim of the Grand Canyon National Park. The project is broken up into one schedule with two options, described below. SCOPE OF THE WORK:� The project is proposing to rehabilitate (3R) approximately 2.37 miles of campground roads along with several campsite parking stalls. The roads and parking stalls need rehabilitation due to deterioration that is typical of aging pavements. The existing pavement within the Mather Point Campground is paved and in poor condition with roadway cracking and aggregate surfacing. Schedule A work for this project includes Juniper Loops 1 & 2, Maple Loop, and Oak Loops 1 & 2, for an approximate length of 1.51 miles. Option Y includes Pine Loop for an approximate length of 0.47 miles. Option Z includes Sage Loops 1, 2, 3, & 4 for an approximate length of 0.39 miles. PRINCIPAL WORK ITEMS: Schedule A: 30202-2000 Roadway Aggregate, Method 2: 1,200 TON 30402-1000 Full Depth Reclamation, Method 1: 25,000 SQYD 40301-0100 Asphalt Concrete Pavement, Type 1: 5,500 TON Option Y: 30202-2000 Roadway Aggregate, Method 2: 350 TON 30402-1000 Full Depth Reclamation, Method 1: 7,500 SQYD 40301-0100 Asphalt Concrete Pavement, Type 1: 2,000 TON Option Z: 30202-2000 Roadway Aggregate, Method 2: 210 TON 30402-1000 Full Depth Reclamation, Method 1: 4,600 SQYD 40301-0100 Asphalt Concrete Pavement, Type 1: 1,000 TON ANTICIPATED SCHEDULE:� Advertisement: May 2022 Contract Award: July 2022 Notice to Proceed: August 2022 Construction Complete: November 2022 ESTIMATED COST RANGE:� The proposed project is estimated at a cost between $2 million and $5 million. FUNDING SOURCE:� Park Service Interagency Agreement MISCELLANEOUS: Roadway closures are permitted with 7 days advance notice, and each loop will be closed sequentially. Only one loop can be closed at a time, unless otherwise allowed by the CO and the NPS. The mainline road and all other loops will remain open during construction of each loop. Weekend work on roads will not be allowed after June 1, 2022. Weekend work may be requested for periods of light visitation through June 1, 2022. Request the allowance of weekend operations at least 3 days in advance to schedule inspection services. Requests with less than 3 days of notice may be disallowed.
