- The purpose of this acquisition is to award a two-month bridge contract (April 1, 2022 through May 31, 2022) for critical maintenance and development of the National Cancer Institute's (NCI) Center for Cancer Research (CCR) public facing website www.ccr.cancer.gov. This contract is a logical follow-on to Contract Number GS-06F-0801Z Order Number 75N91021F00189.� The contractor shall provide Program Management Support, Site Support and Maintenance, Development Support, Technical Support, and Reporting to assist the CCR with maintaining and developing www.ccr.cancer.gov. Objectives include: Responding to and troubleshooting all website issues. Collaborating with CCR Office of Information Technology (OIT) to deploy the website and supporting infrastructure to OIT�s hosting environment. Collaborating with CCR OIT to identify and prevent and respond to any website security breaches. Collaborating with CCR OIT to ensure the website is protected by enabling appropriate security measures. Updating HTML, CSS, and JavaScript regularly and ensure the website functions properly with necessary Drupal patches in all the latest versions of major website browsers like Chrome, Safari, Firefox and on mobile devices. Conducting content audits to eliminate redundant and/or duplicate information. Ensuring website quality and efficiency by conducting regular test plans. Collaborating with the CCR web site governance team to ensure the website aligns with communications goals and that it complies with the style guide and other governing documents and policies. Ensuring full compliance with governing federal policies and regulations. Implementing industry best practices as appropriate. In the interest of the economy and efficiency, this two-month bridge contract is a logical follow-on to existing Federal Supply Schedule Contract Number GS-06F-0801Z Order Number 75N91021F00189. The existing order was not previously issued under sole-source or limited-sources procedures. The incumbent contractor is currently completing non-severable development work that will not be ready for deployment prior to the end of the current contract period on March 31, 2022. Transitioning to a new contractor for this minimal two-month period would cause significant unacceptable delays and duplication of costs to re-engage CCR for requirements development, establish internal staging servers, review and analyze the modules under development by the incumbent contractor, and quality assurance test the incumbent contractor�s software code.� Additionally, a lapse in maintenance support would result in unacceptable delays to critical software patches, security updates, and identification, prevention, and response to any website security breaches. Any delay in maintenance would result in unacceptable cybersecurity vulnerabilities that would be highly detrimental to the CCR mission. Any longer-term follow-on contract for CCR.cancner.gov Website Maintenance and Development will be conducted under competitive procedures.
