Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: �911 Connection to Non-traditional Partners Project Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein as the �911 Connection to Non-traditional Partners Project� designed to secure the facilities and services of a contractor who will be responsible for working to improve coordination and communication among Federal, State and local emergency communication systems, emergency personnel, public safety organizations, telecommunication carriers, and telecommunications equipment manufacturers and vendors , other federal agencies, and the public and private sectors of the 911 stakeholder community. � NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below.� Special consideration will be afforded to government-wide initiatives calling for less redundancy through Category Management and annual increases to Best-In-Class (BIC) & Spend Under Management (SUM) goals for the Department of Transportation.� Prior to consideration of soliciting on the open market, the government will conduct market research to identify those qualified small businesses on GSA Multiple Award Schedule (MAS) and other GSA Schedule holding contractors. �NHTSA may; however later on issue a Request for Proposals (RFP).� However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.� The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.� The mission of the National 911 Program, which is housed within NHTSA�s Office of EMS, is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal ""home"" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs).� �� NHTSA�s Office of Emergency Medical Services� (OEMS) mission is to reduce death and disability by providing leadership and coordination to the Emergency Medical Services (EMS) community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 911 systems.� The National 911 Program (www.911.gov) is housed within OEMS.� A key component of this program is the implementation and operation of a comprehensive 911 system. One of the three primary tasks of the National 911 Program is to coordinate the efforts of organizations at all levels of government, to create consistent 911 policy.� The Public Safety and Homeland Security Bureau of the Federal Communications Commission (FCC) is one of the Program�s key federal partners.� In its final January 2016 report, the Federal Communication Commission�s (FCC�s) Task Force on Optimal PSAP Architecture (TFOPA) identified the need to create a nationally uniform 911 data system.� The 911 data system will contain uniform data elements for all Computer Aided Dispatch (CAD) data; data associated with the operation of local and state 911 systems; and, Extensible Markup Language (XML) schema that enables the collection, analysis and sharing of standardized administrative, operational, financial and CAD data from 911 calls. OBJECTIVE: The objective of this task order is to obtain a contractor who will be responsible to obtain professional and administrative support services of an experienced contractor in the areas of NG911 systems and legacy phone systems, to provide NHTSA with assistance in support of the National 911 Program; to produce a document that lists the status of current phone system and IP technologies and activities within the 911 and nontraditional stakeholder community, the technical and nontechnical challenges to establishing nationally consistent systems and their interoperable use among multiple jurisdictions and systems; and includes ideas for addressing the identified challenges; to achieve truly interoperable data sharing nationwide. (see attached draft Sow) Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 14 calendar days from the date of publication or closing date of this notice.
