Description
The Senior Health Systems Strengthening Advisor fills a key technical, leadership and management role in the implementation of the PEPFAR Program at USAID Botswana. This position serves a dual role in the USAID Botswana Health Office. The first role is that of a Senior Health Systems Strengthening Advisor, and the second is serving as a Deputy to the USDH Health Office Director - one of two Deputies in the USAID Botswana Health Office. In the first role as a Senior Health Systems Strengthening Advisor, the incumbent provides guidance on the implementation of PEPFAR, USAID Policies, as well as internationally recognized best practices in health to the USAID/Botswana office and to implementing partners in the annual compilation of the Country Operational Plans (COPs). USAID Botswana�s Health system strengthening portfolio is broad and currently includes community systems, supply chain, health finance, human resources for health, civil society strengthening, and support to District Health Management Teams. The Senior Health Systems Strengthening Advisor is expected to be multi skilled in the management of HIV/AIDS programs and health programs in general and is also responsible for managing USAIDs response to the COVID pandemic for USAID Botswana, including USAID�s work to encourage social contracting, seek greater efficiencies in health systems financing and work with the private sector. This position is responsible for coordinating with the Ministry of Health and Wellness (MOHW), National AIDS and Health Promotion Agency (NAHPA) and other Ministries, and supporting current and new initiatives, such as the roll-out of the community health guidelines, revitalizing primary health care, and decentralization, among others. 4 In the second role as the Deputy (functional title) to the USDH Health Office Director, the incumbent provides management support to the Health Office Director and acts as back-up in the absence of the Director or at his/her request. In this role the incumbent is responsible for the direct supervision and mentoring of internationally and locally employed professional and administrative staff. S/he sets staff annual work objectives; conduct staff performance evaluations; manage awards, review, and revise position descriptions; and develop and manage staff training plans. Furthermore, s/he supports the USAID Health Office Director in budget planning, and monitoring of obligations, commitments and expenditures for USAID grants, contracts, and cooperative agreements. S/he prepares detailed analyses and estimates of annual PEPFAR funding needs for future budget years. In support of the Health Office Director, s/he serves as the point of contact for requests for information from the Office of the Global AIDS Coordinator (S/GAC), the US Embassy, and USAID/W. The incumbent recommends and organizes site visits for VIP visitors and provides clear briefings to visitors on the USAID portfolio. S/he acts as a quality controller for the USAID Health Office and verifies the quality of USAID Health Office responses to the PEPFAR Coordinator requests for information such as providing USAID project information to S/GAC inquiries. The incumbent serves as the Contracts/Agreements Officer�s Representative (C/AOR) and/or Activity Manager for USAID Botswana awards and contracts issued by the USAID/SA Regional Office of Acquisition and Assistance (ROAA) and USAID/W-procured Field Support activities. The incumbent is supervised by the USDH USAID Health Office Director.
