Description
The Department of Veterans Affairs, Columbia, South Carolina intends to award a contract for the Preoperative Blood Cell Saver Autologous Transfusion Services to support the veteran beneficiary patients in the Operating Room working in conjunction with the blood bank in the laboratory and the operating room in the collection and processing of shed blood from patients for reinfusion into the same patient at surgical or postoperative bedside; and sequestration of platelet rich plasma from patient s whole blood for topical application by a surgeon; provide all equipment and supplies necessary to recover and process patient s shed blood; and provide services in accordance with American Association of Blood Bank (AABB) standards. The NAICS code for this requirement is 621991 and business size is $35M. This is not a request for bids, quotes, or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining the socio-economic set aside if feasible. VA is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. The WJB Dorn VA Medical Center, located at 6439 Garners Ferry Road, Columbia, SC 29209 is seeking a potential qualified contractor than can provide the following services: 0001: PREOPERATIVE BLOOD CELL SAVER AUTOLOGOUS TRANSFUSION SERVICES This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information submitted in response to this Sources Sought notice become property of the Government. Interested and capable respondents are requested to provide the information below. All responses to this notice shall include: (1) Company name, address, point of contact, phone number, and DUNS number (www.dnb.com); (2) List of available compatible products, procurement source (open market or GSA Schedule), the geographical location the respondent is able to service, and documentation of authorized distributor certification (if a brand name product is intended for offer should the requirement go to solicitation); (3) Business size (small or large business concern), and number of employees; (4) Type of small business (i.e. Service Disabled Veteran Owned Small Business; Veteran Owned Small Business; Small Business, etc). Statement of Work (SOW) A. GENERAL GUIDANCE Title of Project- Establish a Services Contract for Preoperative Blood Cell Saver Autologous Transfusion. Scope of Work: Vendor shall provide Preoperative Blood Cell Saver Autologous Transfusion Services to support the veteran beneficiary patients in the Operating Room working in conjunction with the blood bank in the laboratory and the operating room in the collection and processing of shed blood from patients for reinfusion into the same patient at surgical or postoperative bedside; and sequestration of platelet rich plasma from patient s whole blood for topical application by a surgeon; provide all equipment and supplies necessary to recover and process patient s shed blood; and provide services in accordance with American Association of Blood Bank (AABB) standards. Background: WJBD Medical Center is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. Satellite outpatient clinics located in Anderson, Greenville, Florence, Orangeburg, Rock Hill, Sumter and Spartanburg, South Carolina. Performance Period: The contractor shall provide services required under this SOW during the one (1) calendar year period beginning on the award date, with four option years, unless otherwise directed by the Contracting officer (CO). Estimated Period of Performance: Base Year: Jun 1, 2022 May 31, 2023 Option Year 1: Jun 1, 2023 May 31, 2024 Option Year 2: Jun 1, 2024 May 31, 2025 Option Year 3: Jun 1, 2025 May 31, 2026 Option Year 4: Jun 1, 2026 May 31, 2027 Type of Contract: Firm-Fixed- Price B. GENERAL REQUIREMENTS: A Contracting Officer Representative (COR) and/or Alternate Contracting Officer Representative (ACOR) shall be assigned to this procurement and written notification shall be provided to the Contractor. Scheduling of work performance shall be arranged through the designated COR/ACOR assigned. The Contractor shall provide preoperative Blood Cell Saver Autologous transfusion services to the Veteran beneficiary patients identified by the Operating Room requiring this service. The Contractor shall work in conjunction with the blood bank in the laboratory and the operating room in the collection and processing of shed blood from patients for reinfusion into the same patient at surgical or postoperative bedside; and sequestration of platelet rich plasma from patient s whole blood for topical application by a surgeon. The Contractor shall provide all equipment and supplies necessary to recover and process patient s shed blood. The Contractor shall provide services in accordance with American Association of Blood Bank (AABB) standards. The Contractor shall ensure a Contractor Medical Director is always available by cell phone and/or pager during the procedure for physician conferences. The Contractor shall perform semi-annual education for hospital staff regarding autologous transfusion. ORDERING PROCEDURES: Operating Room (OR) Physician places an order through a note on the surgical request sheet. The OR Medical Support Assistant prepares an e-mail in VISTA to the Cell Saver Group (G.BLOOD, #1 = Blood Bank). The email requests that a Cell Saver Case be scheduled and shall include the following information and upon receipt of the email, the Authorized Staff listed shall log the information on the form called REQUEST FOR INTRAOPERATIVE AUTOLOGOUS TRANSFUSION . Patient s name Social Security Number Date of Birth/Age Date of Surgery/Name of Procedure Time of Surgery Physicians Name Type of Service Requested Any changes referencing Authorized Staff as stated shall be communicated to the Contracting Specialist/Officer and the Contractor in writing throughout the life of this service requirement as submitted by the COR. QUALIFICATIONS: The Contractor shall provide competency assessments, evaluations, credentials, licensure and/or any other documents on its employees required to comply with the accreditation policies and standards of the Joint Commission. Proof Credentials (ex. RN CCA, LPN CCA, CST CA, CA, EMT CA, LPN CST CA, as are now on file in the Blood Bank department, per CAP guidelines). Be a citizen of the United States. Be proficient in spoken and written English. Contractor shall be a legally registered business in the state of South Carolina. In accordance with VHA Directive 6500, Appendix G, Department of Veteran s Affair (VA) National Rules of Behavior, each Contractor must read and sign the VA National Rules of Behavior prior to gaining any access to VA information and/or information systems. Contractors must initial and date each page of the copy of the page of the VA National Rules of Behavior; they must also provide the information requested on the last page, sign, and date it. These requirements shall be maintained in a Contractor employee file by the CO/COR for each Contractor employee working on this service. CONTRACTOR RESPONSIBILITIES: The Contractor shall bear the expense of obtaining background investigations. The Contractor shall prescreen all personnel requiring access to the computer systems to ensure they maintain a U.S. citizenship and can read, write, speak, and understand the English language. The Contractor shall provide the screening results of the VA Contracting officer prior to award and anytime new employees are hired. The Contractor shall submit or have their employees submit the following required forms to the VA Office of Security and Law Enforcement within thirty (30) calendar days of receipt: FD 258, U.S> Department of Justice Fingerprint Application Chart. VA Form 0710, Authority of Release of Information form. The Contractor, when notified of an unfavorable determination by the government, shall withdraw the employee from consideration from working under this service.
