Soliciting from a Single Source Single Source Justification for SAP under the SAT Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-22-AP-2858 Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6, Hampton VA, VISN 6 VA Health Care System at Hampton VA 2237 590-22-02-985-0245 $118,900.34 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Olympus endoscopy system Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The required equipment is specific for the existing Olympus endoscopy system in all VAMC Hampton OR suites. The Olympus endoscopy system works as one unit with no compatibility with other vendors and Olympus has an exclusive distribution agreement with Alliant Health (SDVOSB) as the sole source. Description of market research conducted and results or statement why it was not conducted: VIP, GSA, FPDS, NAC, SAC and contact with the OEM. The OEM informed me no other manufactured equipment will work with their system. I found 22 out of 26 items on ECAT but 4 items are open market. 819.7007 Sole source awards to a verified service-disabled Veteran-owned small business. (a) A contracting officer may award a contract to a verified SDVOSB concern using procedures other than competitive procedures provided (1) The anticipated award price of the contract (including options) will not exceed $5 million; (2) The justification prepared pursuant to FAR 6.302-5(c)(2)(ii) is posted in accordance with FAR subpart 5.301(d); (3) The SDVOSB concern has been determined to be a responsible source with respect to performance; and (4) In the estimation of the contracting officer, contract award can be made at a fair and reasonable price that offers best value to the Government. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
