Synopsis- Notice of Intent to Sole Source Project Title: Delivery of one (1) BF-XT190: Therapeutic bronchoscope, 3.2 mm channel to the Pittsburgh VA Healthcare System (VAPHS) Announcement No: 36C24422Q0467_1 This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Pittsburgh VA Healthcare System intends to negotiate a Firm Fixed Price sole source delivery order with Olympus America, Inc located at 3500 Corporate Parkway, PO Box 610 Center Valley, PA 18034. The Government intends on purchasing the following items and quantities: Item # Description/Part Number* Qty BF-XT190 Therapeutic bronchoscope, 3.2 mm channel BF-XT190 1 This firm-fixed-price delivery order will be awarded against the National Acquisition Center (CCST) Federal Supply Schedule (FSS): 36F79721D0168 Olympus America, Inc is the only manufacturer that would allow seamless compatibility with the current equipment already deployed and used within the VAPHS, which is essential. This is particularly true in the case of Olympus America, Inc, where due to its ubiquity, the inability to perform interventional pain procedures carries a significant risk of negative mission impact. The BF-XT190: Therapeutic bronchoscope integrated components enable Medical Staff to perform their day to-day tasks without facing critical productivity challenges, such as inconsistency with medical procedures. For example, Olympus scopes are the brand of scopes that have been used in the Pulmonary department for several years. Due to the complexity and delicate nature of bronchoscopy procedures, the performing physicians require the same brand of scope that they are used to. To switch to a different scope would required significant training and time to become familiar with any new type. The comprehensive and seamless integration is critical for interoperability within the VAPHS. This sole-source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 8.405-2 for the requirement mentioned above based on the application of FAR 8.405- 6(a)(1)(i)(B). This hereby constitutes a synopsis of the options included in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the national solid waste recycling measurement initiative. The determination not to compete in this proposed contract action is solely within the discretion of the Government. Information received will generally be considered to determine whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
