Description
The Naval Air Systems Command intends to negotiate and award a sole source Firm-Fixed-Price (FFP) delivery order with Sikorsky, A Lockheed Martin Company, Stratford CT. This delivery order is for the non-recurring engineering effort required to integrate, test and qualify an updated Control Display Unit (CDU) and Multifunction Display (MFD) in order to mitigate component obsolescence within the respective hardware. The updated CDU and MFD will be tested and qualified to meet the performance requirements of the current CH-53K CDU and MFD technical requirements with updates to align with new components. Additionally, all forward-fit and retrofit (by attrition) NRE to support the replacement of obsolete components, including productionization and drawing development, shall be provided in order to support the CH-53K production aircraft. The authority permitting other than full and open competition is Title 10 USC 3204(a)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
