- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-22-Q-NCNM-00625 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-05. The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS) has a requirement for drydock shipyard services, as specified in the attached Statement of Work, on the NOAA Research Vessel Manta, hull number R8301. The period of performance shall be three (3) weeks from the date of contract award.� Servicing shipyard shall not exceed 50 miles from the vessel homeport at Texas A&M University in Galveston, Texas. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor�s quote. Site visits will be available between the dates of May 3 and May 10, 2022. All site visits will be coordinated in advance. The associated NAICS code is 336611 Ship Building and Repair, with a Size Standard of 1250 Employees. All questions must be submitted in writing to Randall.Chatfield@noaa.gov by 12:00 P.M. Eastern on May 13, 2022. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 12:00 P.M. Eastern on May 18, 2022; any award resulting from this RFQ will be made based on Lowest Price Technically Acceptable (LPTA). Quotes must be submitted electronically via e-mail to Randall.Chatfield@noaa.gov. The anticipated award date is on or about May 20, 2022. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt.
