- Request for Information/Sources Sought Notice Trauma Nursing Core Course 20 APR 2022 Introduction: This is a Request for Information (RFI)/Sources Sought Notice (SSN) only issued for the purpose of conducting market research.� Accordingly, this RFI/SSN constitutes neither a Request for Quote (RFQ) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein.� Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or formal quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request.� The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI/SSN.� The information provided may be used by VA in developing its acquisition strategy and requirements document.� Any information submitted by respondents to this RFI/SSN is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent.� Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a RFI/SSN and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Requirements: The Government is seeking sources with the capability to provide the requirements as follows.� 1. Background The mission of the Department of Veterans Affairs (VA), Office of Healthcare, Innovation and Learning, Simulation Learning, evaluation Assessment, and Research Network (SimLEARN/ 14HIL2) is to support our Nation�s Veterans by facilitating simulation-based development, curricula, distribution, and tools that supports enterprise level innovative healthcare solutions for VA.� In meeting these goals, SimLEARN is responsible for preparing and executing quality contracts that support the Learning Management (LM) efforts and needs of its customers across VA, which enables our customers to provide best value solutions to Veterans and their families. 2. Objectives� The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) has a requirement for Trauma Nurse Core Course (TNCC) trainings to be provided to its organization.� VHA requires materials and on-line modules access provided by the Emergency Nurses Association (ENA) platform to train SimLEARN credentialed instructors at Government facilities. The purpose of Trauma Nurse Core Course (TNCC) is to teach Registered Nurses core level knowledge, assessment, and psychomotor skills, which are defined as central or key elements of the multidimensional processes involved in the initial assessment and management of sick or injured patients. This course provides a foundation for integrated communication and collaboration in identifying and treating the sick or injured patients. The intent of Trauma Nurse Core Course (TNCC) is to help the nurses develop a rapid and accurate approach when caring for the ill or injured patients. The course consists of lectures, hands-on psychomotor skill stations and interactive online learning. The TNCC curriculum, skill stations, and certification is copyrighted by the Emergency Nursing Association (ENA). The specific TNCC certification is required for most nurses working in VAMC Emergency Departments across VHA and will be led by Government instructors. Trauma Nurse Core Course (TNCC) is based on the nursing process, which is emphasized through the components of the course. Requirement is needed in order to provide capability to train and promote systemwide qualified clinicians that are trained in the knowledge and assessment skills to care for injured patients at VA medical facilities. Providing TNCC training and certification promotes VA in moving towards a High Reliability Organization. The system that is incorporated in ENA�s TNCC course and materials will place VA in a unique position of being the best approach to assist VA and its patients in improved care to injured patients. 3. Specific Tasks 3.1 Task 1:� TNCC Course Materials:� The Contractor shall provide following: 650 eBook Manuals for TNCC 8th Edition Provider Course 650 On-line Module/Platform Access for Provider Course/Students 15 TNCC 8th Edition Instructor Activity Kits for Instructors 15 On-line Module/Platform Access for Instructor Course Help desk assistance for access issues for Module/Platform Access for instructors to be available from 8:30AM -5:00PM Central Time. Platform Access shall be valid for instructors and students to gain access to course for 12 months from date of award/exercise of Option. 3.2 Task 2 (Optional Task) - Option may be exercised at any time within the Period of Performance The Contractor shall provide the following: Additional On-line Module/Platform Access for Provider Course/Students � Not to exceed 50 EA units. Help desk assistance for access issues for Module/Platform Access for instructors to be available from 8:30AM -5:00PM Central Time. 3.3 Task 3 (Optional Task) � Option may be exercised at any time within the Period of Performance The Contractor shall provide the following: Additional On-line Module Platform Access/Instructor�Not to exceed 50 EA units. Help desk assistance for access issues for Module/Platform Access for instructors to be available from 8:30AM -5:00PM Central Time. 4. Deliverables/Due Dates: Estimated Delivery to be within 30 days of award or exercise of optional task(s). The VA is seeking to determine the viability of a set-aside for a Service-Disabled Veteran-Owned Small Businesses (SDVOSB).� All Veteran-Owned Small Businesses (VSOB) may respond to this requirement in the event that SDVOSB set-aside is not found to be viable.� Other small businesses may respond regarding capability in the event the SDVOSB or VSOB set-aside is found viable. Large Businesses may respond; however, no guarantee of set-aside is made, nor guarantee of a subsequent solicitation. � d. If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort?� Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? � e. Identify existing contract vehicles (GSA, T4NG, etc.) in which you are a contract holder that can be utilized to procure these services.�� � �f. Capability Statement Please submit a capability statement describing your company�s ability to meet the requirements in the RFI/SSN.� The capability statement shall be limited to 10 pages and address the questions below. Provide a detailed description of the requirement in your own words that demonstrates your ability to provide the complete listing of the requirements, etc. as appropriate. Describe your capability to provide all required training within the Government�s timeframe. Include details on scheduling, policy on cancellation/changes, and any approval processes for courses. Provide statement or other relevant information to demonstrate that your business is an authorized provider of the required materials/services. Please indicate if you are a GSA or other FSS Schedule Holder that meets this requirement and include any schedule number if applicable..
