- � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � Special Notice� Update and Support for ComBase, and the Pathogen Modelling Program (PMP) Online and Desktop Versions� This is not a solicitation.� This is a notification of an intent to award a single source procurement under NAICS code 541511.� The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) Eastern Regional Research Center (ERRC) is searching for firms to update and support the online quantitative food microbiology tool, ComBase and the Pathogen Modeling Program (PMP) Online and Desktop Versions. The tasks related to the support and updating of both ComBase and the PMP include: Experience with the ComBase website, Pathogen Modeling Program (PMP) online and desktop application, predictive microbiology expertise required to review and understand the scientific publications, statistical modelling expertise relevant to food safety. Experience in food safety, quantitative microbiology, predictive microbiology, microbial and human health risk assessment, but more importantly model and database design, development and oversight, predictive statistics, computer systems, engineering analysis, computer programming and decision-support product development. Experience working with the system and multidimensional models requiring multi-disciplinary expertise to maintain the Combase website and keep related information up to date. Predictive model is the underlying model�s structures and the associated kinetic parameters that are affected by various intrinsic and extrinsic factors throughout the supply chain. It is necessary to address the uncertainty of any model, while still providing reliable, accurate, and precise predictions The Government believes that only one responsible source can provide this requirement.��� The�statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements.� If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to�Dilynn Rogers�at�dilynn.rogers@usda.gov�by�5/6/2022.�Any information received will be treated as market research information towards future similar or same requirements.� Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.�� A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to dilynn.rogers@usda.gov . No faxed documents will be accepted. If no responsive statements are received by�5/6/2022�at 8am EST, an award will be made to�Risk Sciences International, Inc.
