Combined Synopsis-Solicitation for Commercial Items LTC Charles S. Kettles VA Medical Center Medrad Mark 7 Arterion Injection System Pedestal Mount Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 effective May 1, 2022. This solicitation is set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). The SBA has issued a class waiver to the non-manufacturer rule for NAICS 334517. This solicitation is brand-name restricted to the Medrad (Bayer) Mark 7 Arterion Injection System only. The associated North American Industrial Classification System (NAICS) code for this procurement is 334517, with a small business size standard of 1,000 Employees. The FSC/PSC is 6525. In accordance with VAAR 852.212-71, vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. Vendor must complete clause 852.219-78 VA Notice of Limitations on Subcontracting Certificate of Compliance for Supplies and Products. The formal certification must be completed, signed, and returned with the offeror s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
