Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) has a requirement for services to operate state of the art, highly specialized equipment for the government�s Harmful Algal Bloom Interception, Treatment, and Transformation System (HABITATS) field demonstration, and to provide reports on the equipment functionality.� The demonstration will occur in central Florida during the summer of 2022. ERDC-CERL intends to award a contract on a sole source basis to AECOM Technical Services, Inc. (now referred as AECOM) in accordance with 13.501(a)(1)(ii). AECOM has been identified as the only source available for provision of the services required. The HABITATS equipment that will be used in this demonstration is state of the art in the mitigation of Harmful Algal Blooms (HABs) as it utilizes dissolved air flotation (DAF), de-watering, and hydrothermal liquefaction (HTL) processes in the separation of HABs from the natural waterbodies they are invading. These processes and the overall HABITATS program focus on both increasing HAB removal efficiency and doing so in a way that the HAB waste can be converted to viable fuel sources. Technologically speaking, these processes provide for optimization of organic coagulants and flocculants, which involves achieving dewatering of algal biomass to at least 18% solids with less than 10% inorganic contaminants on a dry-solids basis. While there are multiple companies developing and manufacturing equipment that apply these emerging technologies, AECOM is the only one of those that also has direct experience with utilizing equipment that can achieve the results above for HAB removal services. HAB removal from natural waterbodies requires extensive permitting.� For the current requirement the government will obtain all necessary permits but having a contractor that is familiar with the associated environmental regulatory requirements through their own direct experiences is imperative to the overall success of the project, to ensure that the equipment is operated accordingly.� For these reasons identified above, AECOM is uniquely qualified for fulfilling the government�s requirement.� No other firm currently has this experience in both equipment operation and permitting regulations, and there is not time to obtain such experience prior to the planned demonstration (summer of 2022). The associated North American Industry Classification System (NAICS) code is 541715 which has a size standard of 1,000 employees. This is not a small business set aside. This notice is NOT a solicitation or a request for competitive quotations; however, the government requests information from any interested parties that believe they should be considered for this requirement in full. �Interested parties that feel they have comparable capabilities and overall experience inclusive of (a) Demonstration Preparation, (b) Field Demonstration and Equipment Operation, AND (c) Site Clean-Up, may submit a capability statement to be reviewed. Full and complete detail on all parts of such capabilities is requested. All submissions will be considered, however, there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than the Response time listed above within this notice, to: CERL-CT_QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
