- REQUEST FOR INFORMATION (RFI) The Maritime Administration Division of Atlantic Operations (MARAD-DAO) Office of Acquisition is issuing this Request for Information (RFI) in accordance with FAR 15.201(e). � The issuance of this RFI is for drydocking services for the Training Ship KENNEDY.� The purpose of this RFI is to solicit informal expressions of interest and comments on the Statement of Work (SOW) from potential contractors and other persons interested in providing this type of service who could help MARAD-DAO in formulating its requirements before putting out a formal solicitation.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Quotation/Proposal (RFQ/RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. �Do not submit a Quotation/Proposal. MARAD-DAO is not at this time, seeking proposals or quotes and therefore will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. �Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or sensitive information contained in their response. This is a request for information only and does not obligate the Government in any way, nor does it commit the Government to a specific course of action. Background The T.S. KENNEDY is a U.S. Government-owned �Public Nautical School Ship� provided to the Massachusetts Maritime Academy for the purpose of training young men and women for a career in the U.S. Maritime Industry.� It is an 15,500 HP steam ship with an overall length of 536 ft-11in, a beam of 76 ft, maximum operating draft of 28 ft - 6 inch and gross tonnage of 13,886 LT. Objective The primary purpose of this RFI is to seek information to accomplish the following: A USCG Drydock Exam and Internal Structural Exam in accordance with 46 CFR Part 61. An ABS Special survey and drydock survey for a Non-ESP Cargo Ship (non-tanker, which is greater than 15 years of age) Note: In this regard, at a minimum, all work performed shall serve to accomplish the requirements of 46 CFR Part 61 and ABS Rules 7-3-2/5 as they relate to the various ITEMs in the Statement of Work (SOW). Other ITEMs in the SOW serve to perform various machinery, equipment, and/or structural repairs, removals, and/or installations in addition to various coating repairs. The ship will be available to transit to the drydocking facility from her homeport of Buzzards Bay, Massachusetts on or about 09/03/2022 and be complete and ready to sail in support of her primary mission, no later than 11/15/2022.� Site Visit(s) A site visit will be conducted onboard the T.S. KENNEDY 8:00 a.m. � 4:00 p.m. Eastern Standard Time on Tuesday, May 10, 2022 at 101 Academy Drive, Buzzards Bay, MA 02532.� There will be additional site visits in Galveston, Texas, May 24th thru 28th and Charleston, South Carolina, June 10th thru 12th. Capabilities Statement and Market Information Please respond to the following questions by providing a capabilities statement and market information. MARAD-DAO Office of Acquisition is seeking responses from industry regarding their respective experiences and capabilities applicable to the following key questions: Please describe your organization's breadth of expertise/competency to provide drydocking repair services for work which is similar in size, scope, and complexity to the functions the entity is proposed to perform.� Size is defined as dollar value and duration Scope is defined as the type of work that is the same or similar to what is identified in the SOW. Can your facility meet the period of performance requirement dates?� If not, what will be your alternate period of performance dates? Describe listing of special tools, materials and subcontractors need to perform the SOW requirements. Can you provide Certification of drydock and cranes?� If not, will certifications be obtained by drydocking period of performance dates? Are or will there be other vessels in drydocking during the period of performance that may impede the services provided in the SOW?� If so, please list them. The anticipated draft of the ship (based on the anticipated quantities of fuel, lubes and ballast aboard upon arrival at the Contractor�s facility) shall be approximately 24 ft. even keel.� Describe or provide a hydrographic survey of your facility to verify the depth of water around the drydock that supports drydocking the ship with a 24� draft. Will you be able to complete SOW as described without any deviations/exceptions?� If not, please list those individual work ITEM(s) with a brief description of deviated requirements. Would the work require the use of subcontractors? If so, can you provide potential listing of subcontractors? Please provide any other feedback or suggestions that you deem appropriate.
