- THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES-SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources-sought/RFI only. The purpose of this sources-sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 339131 (size standard of 750 Employees). Responses to this sources-sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources-sought, a solicitation announcement may be published. Responses to this sources-sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking CADD Solis Ambulatory Infusion Pump Monthly Rental Agreement that meets the following salient characteristics for the New Mexico VA Healthcare System: SALIENT CHARACTERISTIC FOR THE PATIENT CONTROLLED EPIDURAL ANALGESIC (PCEA) PUMP FOR ALBUQUERQUE VA MEDICAL CENTER Station is looking for Brand name or equal RENTAL AGREEMENT for a CADD-Solis Ambulatory Infusion Pump, v4. The rental agreement should include all necessary costs of operation for pre-programmed pumps to include the drug library, and repairs/maintenance. After reviewing our current inventory of PCEA pumps, our mission, and our goal to provide the Gold Standard in patient care the following salient characteristics have been deemed as must have for facility. 1. Patient Care Requirements must include: Ambulatory Infusion Pump that is indicated for all the following: intravenous, intra-arterial, subcutaneous, intraperitoneal, in close proximity to nerves, into an intraoperative site (soft tissue, body cavity/surgical wound site), epidural space, or subarachnoid space infusion. Must be compatible with our current fleet of CADD Solis pumps with PCA dosing key along with handheld dose cord. Must have software version 4.2 or greater with the future proof ability to be upgraded to version 5.x. Must have a home screen display no bigger than 2.12 in. x 2.12 in. showing therapy, drug, medication delivery settings and reservoir, battery, and pump status while running. Must have color indicators for therapy protocol, pump operating status and alarms/alerts. Color indicators to define the therapy. Must have an On-screen PCA dose graph, delivery history and pie chart with the ability to get real time data for each pump. The pump must accommodate an IV bag, syringes and CADD Medication Cassette Reservoirs in all sizes. Example 50mL, 100mL, 250mL. The pump must have customizable alarm volume low, medium, and high settings with distinctive alarm sound themes. 2. Patient Safety Requirements must include: The pump must have a customizable on-board therapy-based library with up to 500 protocols. Must have the ability to have user defined soft and hard limits. The provider must have the ability to define all soft and hard limits, and initial values. Must have the ability to designate authorized users with defined levels of security access. Must have minimum 3 levels of customizable security access: keypad code, clinician code, and administrator code. Must have soft key interfacing for programming to mimic cell phone technology. Must have a scroll keypad to assist in eliminating double bounce errors and decimal errors. 3. Medication Safety Software Requirements: Must have a medication safety software application to have the ability to enter and store pain management protocols into a computer database which can be deployed to the infusion pump. The pump must have the ability to customize protocols, drug names, concentrations, and dosing limits to reflect the treatment. Must have the ability to print bar codes for pain management medication right from the program s list of approved drugs. Must be able to print an Rx form for each protocol. Must have Adult/child size indicator display style to help distinguish sound-alike, look-alike drugs from one another. The pump must have a status bar which displays reservoir volume status, delivery status & power status at all times. Each indicator should be color-coded for an immediate visual indication of pump operating status. The pump must have alarm/alert screens which are color coded to low priority, medium priority, high priority & system fault conditions. Must be able to operate with regular batteries, rechargeable battery pack & AC power. Must have an air-in-line detector that will alarm if air is detected in the tube. Must have Preventative Maintenance reminder to alarm when the pump should be maintenance. The pump must be splash proof & moisture protected. The pump must be small compact size for mobility. Size should be within 1 +/- of the following parameters 1.6 in. X 4 in. X 5 in. excluding cassette and weigh no more than 21 oz. The pump must have a cassette/ keypad lock for added safety. The pump must have event logs that are date and time stamped with the ability to store up to 5000 events.
