Description
The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre- Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Lebanon VA Medical Center, Lebanon, PA 17042 is seeking potential sources for the following requirement: Modular Lab Furniture Title of Project: Modular Lab benches, tables, countertops, sink casework, and mobile cabinets for new Laboratory at Lebanon VA Medical Center. Background: The Lebanon VAMC is building a new laboratory to accommodate the expansion of services in Pathology, Chemistry, Cytology, Hematology, Urinalysis, Microbiology and Histology in serving the growing needs of the Veteran population. General Scope: The contractor shall provide all labor, materials, equipment, transportation, and supervision required to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. Furnish all parts required for on-site assembly/installation for the modular benches, tables, countertops, sink casework and mobile cabinets; deliver to the jobsite, assemble, level, scribe and secure to floors or walls as required, connections to existing utilities and remove all trash and debris from job site. Performance Requirements: Delivery and install shall be coordinated with the COR within 14 days of award. As this is an activation the actual delivery/installation timeframe would fall between 8/1/22 and 9/1/22 with specific dates coordinated between the vendor and the COR based upon construction completion. Duty hours will take place between 0700 and 1630. The Government recognized US holidays are: New Year s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Sunday, it is observed on Monday. The contractor shall: Coordinate and provide project management of all products and services to manage, order, ship, deliver and install new furniture from the manufacturer until final acceptance by April Kurtz 717-272-6621 x4180. Notify April Kurtz 717-272-6621 x4180 of any delay with ordering, manufacturing, shipment, delivery and/or install. When the Contractor requests to deliver, receive and/or install outside normal duty hours, a written request shall be submitted to the VA Contracting Officer s Representative (COR) for authorization of the individual orders of this type. Written approval from the VA COR must be received before proceeding with the work. The request shall be submitted at least 14 days prior to the proposed performance of work, and it shall indicate the day(s), time, the amount of work, and the reason why performance is necessary outside normal duty hours. The Contractor shall be made aware of and must comply with local security policies and procedures in the task order. The Contractor will comply to these standards during all site visits on Governmental property. Contractor shall contact the VA COR at least 14 days prior to work start date to ensure compliance to any local security policies. The Contractor personnel shall present a professional appearance and shall have a uniform or some method of identifying them as an employee of the contractor. A VA badge will be provided and must be worn above the waist and be visible at all times while on government property. The Contractor shall be knowledgeable of and shall comply with all applicable federal, state and local laws, Building Codes, Life Safety Codes, Occupational Health and Safety Administration (OSHA), ADA/ADAG, permits, VA design standards (www.cfm.va.gov/til/dguide.asp), and instructions required for the performance of the duties in the Statement of Work (SOW). The Contractor is responsible for ensuring staff are trained and certified for planning and installing product to maintain the integrity of the manufacturer s warranty. Contract Tasks/Requirements: Contractor shall place all orders, track orders, schedule deliveries and coordinate trucks with the manufacturer for manufacturing and delivery according to VA project schedule. The product must not be placed into production without clearance from the VA COR. The contractor shall furnish drawings for approval, describing and/or illustrating all equipment covered by this contract. Fabrication must not be started until prints are approved by the VA COR and returned to the contractor. Contractor shall provide all necessary materials, equipment, labor, supervision, and Management to: (A) coordinate delivery: (B) load and unload; (C) place/install items in designated rooms/locations; (D) assemble items as required; (E) secure as designated; and (F) properly dispose of all associated packing/crating materials outside the VA premises. Salient Characteristics: Refer to OSHA 3404-11R, Laboratory Safety Guidance, for specific OSHA compliance criteria. In general, all shall meet the following criteria: Work surfaces/tops: Non- porous scratch resistant solid surface tops with rounded edges- 1 Black in color Highly resistance to bacteria, fungus, corrosion, chemicals, and moisture. Ability to withstand continuous heat exposure above 350 degrees F. Flame retardant. Casework Construction: Welded assembly. Fabricate with enclosed uprights or posts full height or width at front. Include sides, backs, bottoms, soffits, ceilings under sloping tops, headers and rail, assembled to form an integral unit. Form sides to make rabbeted stile, 19 to 28 mm (3/4 to 1-1/8 inch) wide, closed by channel containing shelf adjustment slots. Make bottom of walls units flush, double panel construction. Make top and cross rails of ""U"" shaped channel. Provide enclosed backs and bottoms in cabinets, including drawer units. Provide finish panel on exposed cabinet backs. Do not install screws and bolts in construction or assembly of casework, except to secure hardware, applied door stops, accessories, removable panels, and where casework is required to be fastened, end to end or back to back. Fabricate casework, except benches, and desks with finished end panels. Close flush exposed soffits of wall hung shelving, knee spaces in counters, and toe spaces at bases. Provide built-in raceways or tubular or channel shaped members of casework for installation of wiring and electric work. Mount junction boxes on rear of cabinets (if applicable). Provide reinforcing for hardware. Doors: Hollow metal type, flush and glazed doors not less than 16 mm (5/8 inch) thick. Fabricate flush metal doors of two (2) panels formed into pans with corners welded and ground smooth. Provide flush doors with a sound deadening core. Provide sheet steel hinge reinforcement inside doors. Sliding doors: Provide stops to prevent bypass. Doors removable without use of tools except where equipped with locks. Drawers: Drawer fronts to be flush hollow metal type not less than 16 mm (5/8 inch) thick with sound deadening core. Fabricate of two (2) panels formed into pans. Weld and grind smooth corners of drawer fronts. Form bodies from one (1) piece of steel, weld to drawer front. Provide reinforcement for locks and provide rubber bumpers at both sides of drawer head to cushion closing. Equip with roller suspension guides. Shelves: Capable of supporting an evenly distributed minimum load of 122 kg per square meter (25 pounds per square foot) without visible distortion. Flange shelves down 19 mm (3/4 inch) on edges, with front and bearing edges flanged back 13 mm (1/2 inch). For shelves over 1067 mm (42 inches) in length and over 305 mm (12 inches) in depth install 38 mm by 13 mm by 0.9 mm (1 1/2 x 1/2 x 0.0359 inch) thick sheet steel hat channel reinforcement welded to underside midway between front and back and extending full length of shelf. Provide means of positive locking shelf in position, and to permit adjustment without use of tools. Frames: Under counter Table and Bench Frames: Provide welded construction. Provide open frame type with aprons and legs when required. Aprons: Channels shaped welded at corners, with leg sockets and reinforcing triangular corner gussets welded in corners. Pierce sockets to receive leg bolts and notch gussets to receive legs. Upper flange perforated or slotted to receive screws at 200 mm (8 inch) centers, and back channels when installed against wall. Size slots for 6 mm (1/4 inch) anchor bolts. Pierce aprons to receive drawer formation, rail at top of drawer opening. Install channel shaped apron division welded at ends, 762 mm 30 inches apart to front and back aprons, or at each side of drawer. Fabricate metal components from sheet steel. Use 1.5 mm (0.0598 inch) thick sheet for gussets and channel aprons. Use 1.2 mm (0.0478 inch) thick sheet for other items. At knee space, provide exposed metal sides and metal closure plate for soffit. Provide exposed metal back secured with continuous angle closures at both side. Legs: Cold rolled tubing or 1.5 mm (0.0598 inch) formed steel. Leveling-anchoring device at floor. Stud bolt at top for attachment to leg socket. Leg Braces: Tables and benches not anchored to walls. Brace back against front legs near bottom with cold rolled tubing, channel or tubular braces, of similar style to the legs. Fasten braces together with steel straps. Leg Shoes: Fit all casework legs at bottom with either stainless steel, aluminum, or chromium plated brass shoes, not less than 25 mm (1 inch) in height. Suspension Frame: Provide suspension system for independent suspension of interchangeable under-counter cabinets and of countertops. Provide for removal or exchange of under counter cabinets of various heights, widths and types, and for vertical adjustment of counter tops to heights indicated on construction documents. Suspension Frames: Fabricate of 32 mm (1-1/4 inch square) or 25 mm (1 inch) x 38 mm (1-1/2 inch) rectangular, 2.6 mm (0.104 inch; 12 gauge) steel tubing welded to form full rectangle. Provide integral, adjustable leveling device in steel leg with non-marring foot cap. Provide mounting channels and support frames to allow for pipe chases and service channels when required. Cabinets to have a 1.49 mm (0.059 inch) steel shaped form welded across entire width of back to engage continuous slot in wall mounting channel. Provide two (2) fastening devices through case stile at the front to provide final positive latching and locking of case in position. HARDWARE Factory installed. Recessed, black Cabinet Locks: Locks are required on all base cabinets and drawers. Locked pair of hinged doors: ANSI/BHMA A156.5, similar to E0261, Key one (1) side. On active leaf use three (3) point locking device, consisting of two (2) steel rods and lever controlled cam at lock, to operate by lever having lock cylinder housed therein. On inactive leaf provide dummy lever of same design. Provide keeper holes for locking device rods and cam. Door and Drawer: ANSI/BHMA A156.11 cam locks. Provide one (1) type for each condition as follows: Drawer and Hinged Door up to 915 mm (36 inches) high: E07261. Drawer and Hinged Door: Pin-tumbler, cylinder type lock with not less than four (4) pins or a UL 437 rated wafer lock with brass working parts and case. Key locks differently for each type casework and master key for each service, such as Nursing Units, // Psychiatric, // // Administrative, // // Pharmacy //. Furnish two (2) keys per lock. Furnish six (6) master keys per service. Marking of Locks and Keys: Name of manufacturer, or trademark which can readily be identified legibly marked on each lock and key change number marked on exposed face of lock. Key change numbers stamped on keys. Key change numbers to provide sufficient information for manufacturer to replace key. Cabinet Hardware: ANSI BHMA A156.9. Accessories Lighting Each unit must have continuous task lighting mounted under the lowest shelf on the back of the wall unit. Each work station shall have its own independent lighting control from the work station. Under shelf lighting shall be in compliance with all NFPA requirements. All lighting shall be LED. Electrical All electrical raceways and receptacle locations must be in compliance with UL and all applicable NFPA requirements. METAL FINISHES Comply with NAAMM AMP 500 series and as specified. Steel Cabinets including Closures and Filler Strips: Acid resisting finish except hardware and stainless steel. After fabrication of cabinet submerge in a degreasing bath, and thoroughly rinse to remove dirt and grease, and other foreign matter. Apply non-metallic phosphate coating, then finish with baked-on acid resisting enamel not less than 1 mil (0.001 inch) thick. Finish resistant to action of the following reagents when 0.5 cm3 (10 drops) are applied to the surface and left open to the atmosphere for period of one (1) hour. Contractor is to provide options for the color of final finish for all metal surfaces. Options must include a variety of neutral colors including, but not limited to, whites, tans, grays and other similar tones. Brass: U.S. Standard Finish No. 26 for hardware items. Other brass items: ASTM B456, chromium plated finish meeting requirements for Service Condition SCI. Aluminum: Chemically etched medium matte, clear anodic coating, Class II, Architectural, 0.4 mils (0.0004 inches) thick. Stainless Steel: Mechanical finish No. 4 on sheet except No. 7 on tubing. COUNTERTOPS for work related to plastic laminate, acid-resistant plastic laminate, metal, molded resin, wood, and methyl methacrylic polymer countertops and/or shelving used in conjunction with casework systems. When countertop materials are provided by the casework manufacturer, they are to include the following features: Capable of being suspended from vertical support rails or horizontal wall strips or service modules. Provided with rounded corners and impact resistant material on exposed edges. Capable of being easily relocated and installed without tools. Capable of being suspended and easily changed under counter mounted storage units. Provide leveling adjustment capability so units can be brought into a level position. Secured using fasteners. Show detail on shop drawings. Delivery Contractor shall contact the COR at least 14 business days prior to the start of work/shipping to ensure that the building is ready for install. In the event there is a delay in delivery, Contractor must notify the assigned VA COR immediately in writing, preferably via email. Contractor shall provide the COR with scheduled date and time that the delivery truck will be arriving at least 24 hours minimum in advance. Contractor must ensure that the driver of the delivery vehicle has copies of the Bill of Materials/delivery orders and shall not attempt to deliver any items before the scheduled delivery date. Loading docks and elevators are available from 0700-1630, Monday thru Friday for contractor use in loading/unloading the furniture at the Lebanon Campus location. Receive and Unload If the Contractor is unable to complete the assembly and placement of all unloaded items before the end of the workday, the Contractor will be responsible for moving these items to a secure location, until the next available work day. The Contractor will be responsible for moving the items from the overnight storage site to its designated position in the building, if applicable. The Contractor shall verify and inspect all items. All deficiencies (damage/overage/shortage) shall be brought to the attention of the assigned VA CO in writing, preferably via email, immediately upon identification. The Contractor shall store damaged items in the location designated by the COR. The Contractor shall maintain a complete file of all documents relating to each discrepancy and copies of all Discrepancy Reports shall be forwarded to the COR daily. Contractor shall repair or coordinate with the COR for replacement of damaged, defective, or missing items. Assembly and final acceptance Contractor shall be responsible for all safety and security guidelines within the area in which work is being performed, to include securing any contractor-owned tools or equipment and any on-site storage being utilized. The contractor shall install all items in accordance with manufacturer s written instructions with each requirement statement and basic component floorplan, panel plan and electrical plan, designed and provided by the contractor with each task order. Contractor shall uncrate all items received and perform all required assembly in accordance with the manufacturers instructions. Contractor shall prevent its personnel from entering any area other than the designated work area. The Contractor shall maintain a means of egress within all designated work areas to comply with fire codes. Contractor shall inspect to ensure that the furniture is free of surface dirt, clean and polished, free of defects and that the installation is complete and ready for use. The Contractor shall do a final walkthrough with COR and provide a punch list before releasing crew for the day. Jobsite Cleanliness Contractor will be responsible for the removal and disposal of all trash/debris connected with uncrating and assembling all items installed under this contract. Final Acceptance by the Government will not occur until all installed items have been wiped cleaned and debris/dust connected with installation is removed from the VA site. Recyclable cardboard products shall be disposed of in accordance with applicable statutes, in respective containers. The contractor is responsible for providing trash containers at an offsite facility. Packing materials will not be stored in the buildings for any period exceeding 24 hours. The Contractor shall ensure its personnel eat and drink only in designated areas as well as adhere to the no smoking policy. Personal trash (food wrappers, drink containers, etc.,) shall be removed from the site on a daily basis by the Contractor.
