- Description
- The intent of this solicitation is to obtain rental use of tents systems for local, Regional, and Nationwide fire suppression and all-hazard incidents.� Please note Amendments 001-009 attached in the document portion of this posting. Writing an agreement for Incident Support is always challenging as there are so many different factors and conditions. However the tent category is probably one of the most complicated as it is full of so many different �what if�s� and unknown issues, until they are at hand. If we make it to �loose� it could get abused by either party, if we make it to strict it is un-useful to the incident, vendor or both. This being such a complicated category and trying to come up with one successful procurement tool has been very challenging, and we have reached the point� in both effort and time to end considering and addressing every �what if�, every single concern and having to weigh the unknowns against uncertainties. This could be a never ending process with no chance to �try it on� and be successful, to have the chance to address real life issues and concerns. At this time we have reached the end of our ability to weigh the unknowns to produce a more quality tool to put to use. No further issues/concerns or questions will be addressed at this time as we feel like we have addressed and rectified the issues that could have cause this to fail for both government and vendor it is now at a point of success, in addition the time for submission will not be extended any further. It is the vendors responsibility to decide if they can submit a responsible, competitive offer to meet the requirements that are stated in the solicitation. As stated we have worked tirelessly to try to address every concern, question, comment, what if scenario brought to the table during this solicitation phase and we feel that it is finally ready to move to the next phase with success. Also, as with any other IBPA with the Federal Government, if an awarded vendor experiences a legitimate concern or issue that is causing failure to reach desired results, or a misunderstanding/interpretation that is causing an unfair or unequitable issue , you should reach out to the Contracting Officer so it can be researched and a solution can be found or an interpretation can be made clear. Any Blanket Purchase Agreements (BPA) resulting from this solicitation will be considered a required source for any incident procurement.
