- The U.S. Army Product Manager Soldier Clothing and Individual Equipment (PM SCIE) is conducting a market research investigation for individual-Soldier tents/shelters. The goal of this effort is to identify firms with capabilities to provide modular one-man shelters for use by Soldiers operating in a range of environments.� Interest is in readily available products or developmental items capable of being in production within four (4) months of the close of this RFI (must be based on a concise and attainable development/commercialization plan). Required technical capabilities for the individual-Soldier shelter are as follows: Provide shelter from rain and wind in environments ranging from basic cold through hot without leaking and/or collapsing. Provide room for the 95% male Soldier to lay down and put a rucksack inside. Include ventilation and insect protection. Minimize weight. Provide 120 combat-days of service life. Maximize pack-ability. Be easily set up, torn down, and packed in near/total darkness. Other desired technical capabilities include: Be capable of multiple configurations to include standard configuration providing one-man stand alone, pole supported or pin and pole supported tent; and combined configuration that allows additional room for multiple soldiers when combined with one or more additional individual shelters. All configurations will minimize visual signature and profile. All configurations minimize near, short-wave, mid-wave, and long-wave infrared signature (750nm to 12�m) Be strong enough and capable of functioning as tarp and expedient litter. Interested sources shall, within thirty (30) calendar days of the publication of this RFI, respond with information on their current product(s) and how they address the requirements listed above. The information package shall contain the following items: General information regarding the firm, including location, size, and special designations (i.e. 8(a), Women-Owned Small Business, etc.). Information regarding the firm's production capabilities for the submitted item(s), to include whether the item(s) can be domestically produced in compliance with Section 2533a of Title 10 U.S. Code (i.e. the �Berry Amendment�). Retail and/or wholesale pricing for currently available products. A detailed description of the product, to include specs and information regarding the materials utilized. Test reports confirming performance claims, if available. Monthly production capacity. Delivery schedule for any potential future orders. Willingness to provide Government Purpose Rights (to include parts list, materials used and patterns) and associated costs. Willingness to partner with an AbilityOne Non-Profit Agency for production of assets under the Federal Procurement List (FPL). A product sample may be submitted if available.� If a firm chooses to submit samples, no payment will be made by the government for such samples.
