Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice.� This announcement constitutes the only solicitation; a written solicitation will not be issued.� PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://sam.gov/) and NECO (http://www.neco.navy.mil/).��� The Solicitation number is N0018922QZ179. The proposed contract action is for commercial SERVICES.� The NAICS code is 541511 and the Small Business Standard is $30 Million.� This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Change 20220428. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.� The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far https://www.acq.osd.mil/dpap/dars/dfarspgi/current/ The NAVSUP FLC Norfolk Philadelphia Office intends to solicit Adobe, Inc. (CAGE: 0G7E0) and their authorized service providers on a brand name, sole source basis. The proposed acquisition is for Adobe Plugin Support and Maintenance Services for Navy Recruiting Command�s custom Adobe software plugin. This action is anticipated to result in the award of a Firm Fixed Price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only authorized sources, Adobe, Inc. (CAGE: 0G7E0) and their authorized service providers, IAW FAR 13.106-1(b)(1). As the software developer and the owner of the plugin�s source code, only Adobe or an authorized service provider can perform the support and maintenance necessary to retain functionality of Navy Recruiting Command�s Adobe software plugin. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Adobe, Inc. (CAGE: 0G7E0) and their authorized service providers. However, the Government will consider information received by the specified response date.� Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. This procurement is for Electronic and Information Technology (EIT). Effective June 25, 2001, the Federal government implemented Section 508 of the Rehabilitation Act of 1973, Amendments of 1998 (29 U.S.C. S 794(d)). Section 508 requires that the federal government only acquire electronic and information technology goods and services that provide for access by persons with disabilities. Therefore, to the extent supplies and services are available in the commercial marketplace, the contractor is required to meet the relevant accessibility standards contained in 36 C.F.R. Line Items/Quantity/Unit of Issue: CLIN 0001 - Adobe Plugin Maintenance - 12 Months Delivery information: Delivery POC:���� [Government points of contact to be determined prior to award.] Performance/Delivery:������ Performance is anticipated to occur at the contractor�s facility unless otherwise specified in the Performance Work Statement (PWS).� The anticipated period of performance is 15 June 2022 � 14 June 2023.� Responsibility and Inspection:� FOB Destination applies.� Unless otherwise specified in the resultant purchase order, the contractor is responsible for the performance of all inspection requirements and quality control.� The Requirements Statement is as follows (Section B): The contractor shall provide 12 months of maintenance support services for the custom Adobe plugin supporting the SecuGen Hamster IV device. Maintenance shall include testing and validating the correct functioning of the plugin developed by Adobe for SecuGen Hamster IV fingerprint scanner for Adobe Acrobat in the event a change is made to the Adobe Acrobat Biometric Application Programming Interface (API) or to the hardware fingerprint reader APIs.� If a defect is identified, the contractor shall update the plugin to remediate the defect and deliver the revised plugin to the Navy Recruiting Command. Additionally, the contractor shall provide helpdesk support, telephone support, and source code maintenance as necessary for the continued functionality of the custom adobe plugin for the SecuGen Hamster IV Fingerprint scanner.� More details of the Government�s requirements are included in the attached document. This solicitation will be open from 18 May 2022 until close of business (COB) 31 May 2022.� All quotes shall be submitted via email to Jacob Gephart who can be reached at Jacob.n.gephart.civ@us.navy.mil.� The award decision will be made Lowest Price Technically Acceptable (LPTA) basis; however, see the attached documentation for more information.� Only Adobe, Inc. and its authorized service providers are eligible for award consideration under this solicitation. The anticipated award date is 06 June 2022.
