Answer questions received in response to the solicitation See subsequent pages for responses to questions. (1) The ""signage standard"" drawings attached to the solicitation differ from the salient characteristics / general specifications listed in section 7 (pages 19-22) of the solicitation. The specifications detail a component-based sign system that mechanically fastens to the wall and is easy to update among other attributes. The drawings show a tape and glue acrylic sign system and are dated from several years ago. Is there an updated set of drawings that match the salient characteristics and requirements of the solicitation? This solicitation is for existing and new signage. The original attachment labeled Signage_Standard_500 in the solicitation is applicable to signs located in the main hospital only and any replacements of broken or missing signs will have to be a new replacement to match. For other buildings, the existing signs are non-compliant and must be replaced with what is specified in the SOW, please see document labeled Attachment 3_Signage Examples. Also new signage must follow the guidelines established in the VA TIL sizes. (2) The ""signage standard"" drawings do not appear to match or line up with the types / sizes / descriptions listed in the price / bid schedules listed in section B.2 and D.1 Is there an updated set of drawings that match the price / bid schedules? Please see document labeled Attachment 3_Signage Examples. Also new signage must follow the guidelines established in the VA TIL sizes. (3). Section D.1 Price worksheet lists quantities of sign types for each of the five years of the proposed BPA. Is it the intent of the VA to order the same quantity of signs each year for all 5 years? If not, this may need to be revised. In past BPA bids, we have provided unit prices for the BPA and a price proposal with sample quantities for the bid to be evaluated. After award, the VA could order any quantity of signs by issuance of a task order. Price Worksheet Quantities has been updated to read estimated quantities. Any signage requirements not listed will be negotiated between the awardee and the CO with input from the COR. (4) How will economic price adjustments be handled under this contract? Will price adjustments follow the offers GSA schedule pricing or will they be handled thru FAR 52.216.4 Economic Price Adjustments - Labor & Material or similar? Providing a fixed unit price for 5 years without a standard economic price adjustment clause / procedure would be prohibitive for small business in this economic climate. FAR 52.216-4 will not be included in this contract. This is an open market (not GSA) procurement for a Blanket Purchase Agreement. Offerors may increase pricing in subsequent years. (5) Are there any other evaluation criteria that will be used for this solicitation? Per the solicitation, the award will be to the lowest price meeting the standards of responsibility with ""Price alone is the sole evaluation factor"". The statement of work appears to be seeking a quality best value solution and specialized experience that seems at odds with a lowest price evaluation. Please refer to E.2 of the solicitation (6) The ""Sign Samples"" on page 64 do not appear to line up with the drawings or price schedule and solely reference matching the TIL. Could you please specifically reference the two signs you would like samples for in the drawings? Please see document labeled Attachment 3_Signage Examples (7) There are two different specifications listed for signage. Please advise if you are looking specifically for products from takeform, as the drawings supplied are takeform products, or if you are looking for signs by creative Sign systems, as the written specifications are identifying. Product shall be equal to specification outlined in the solicitation.
