- The requirement will be sole sourced to Johnson Controls, Inc, Branch 0N23, 973 Beasley Street, Suite 150 Lexington, KY 40509. Johnson Controls, Inc. will provide Metasys® N2 controller upgrades and valve replacement in the Chiller Plant at the VAMC Lexington Cooper Campus. Johnson Controls, Inc. is the only vendor that can provide the Metasys® N2 controller upgrades and valve replacement. Johnson Controls has provided a Sole Sources Letter stating that the Metasys System serving the VA Medical Center is a complex, proprietary networked system requiring a high level of specialized knowledge of the Metasys product and networking system. The Direct Digital Controls (DDC) manufactured by Johnson Controls is managed and controlled through the building automation system Metasys. Johnson Controls technicians are factory training and certified in routine and comprehensive tasks specific to the DDC controls. Johnson Controls does not maintain a preferred vendor list, as our certified technicians are the only persons authorized to install, maintain, and repair our DDC controls and work on the Metasys System. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), soliciting from a single source. The NAICS code is 238220 and has a size standard of $16.5M for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit capabilities statement with quotations no later than 10:00AM CST, June 20, 2022 to: diane.ziegler@va.gov. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
