Description

Notice of Intent to Sole Source�IAW 6.302-1 This requirement is for the continued Renewal of ForcePoint (formerly Raytheon) provides the Secure Office Virtual Trusted Thin Client (TTC) and Trusted Gateway Solution (TGS). These products provide users with access to multiple networks running at various classifications from the same video monitor.� DEA has previously invested� in Award DAO 15DDHQ19F00000788 into this software capability to date and using a different Software brand would incur fees to buy new licenses (vice renewals) and cause extensive integration and testing of the system if the Government selected a different software. Additionally, the risk associated with integrating new software into the approved configuration greater than the expected gain from other brands of software. As such, the sunk investment by the DEA to date is not expected to be recovered for potential savings associated with the procurement of a different brand that provided an equivalent capability at a lower initial purchase price than the current brand of software. The ForcePoint TTC and TGS are currently in production supporting the Intelligence Support System networks. The ForcePoint Secure Office solution is the approved solution for the Bullrun, SpeedwayU, Merlin and IRSS networks. Approval was received from the Intelligence Community, DOJ and DEA CIO to implement the ForcePoint solution. This procurement supports the foundation that was purchased under PR D-11-NC-0133, DJD-11-HQ-0082, DJD-11-HQ-G-0258, DJD-12-HQ-G-0171 and DJD-13-HQ-0204. The hardware and software are proprietary to ForcePoint and cannot be supported by another vender.� ForcePoint products are proprietary and can only be supported by ForcePoint. Since no other vender is capable of supporting ForcePoint products no effort was made to do further market research. All responsible sources�may submit a capability statement demonstrating the ability to provide the requested services, which shall be�considered�by the Government before the intended award date.� Interested sources who submit data are�responsible appropriately marking information if it is proprietary in nature.� The Government will not reimburse interested sources for any information provided.� No requests for capability briefings will be honored.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.�
