- Overview Commercial landscape services including all labor, material, equipment, and supervision to perform grounds management maintenance at Brookhaven National Laboratory, Upton, New York (BNL) managed by Brookhaven Science Associates, LLC (BSA). The�Contractor shall, as directed by the authorized BSA Representative(s), be responsible for grounds management maintenance including mowing, string trimming, edging, picking up branches, weeding/mulching planting beds, pruning shrubs, and leaf cleanup. The Contractor shall provide, at a minimum, three (3) workers consisting of (1) crew leader/responsible person and (2) workers plus all equipment necessary for grounds management maintenance to complete weekly tasks as set forth below, including mowing, string trimming, edging, picking up branches, weeding/mulching planting beds and shrub pruning in the areas highlighted on the attached map (Exhibit 1). �The normal BSA work day is 8:00 am through 4:00 pm Monday through Friday, excluding BSA recognized Holidays. Services will commence upon contract execution as stated therein and as directed by the authorized BSA Technical Representative(s) and continue through the end of November at the direction of BSA Technical Representative. During times of slower turf growth, BSA reserves the right to redirect the Contractor�s crew to other areas at the BNL site to perform other grounds management maintenance tasks. Scope of Work The selected Contractor will provide all lawn mowers and miscellaneous hand tools to mow, edge and string trim as described herein. Mowing � Mowing height will be adjusted according to weather conditions and turf type and to permit recycling of grass clippings and present a neat appearance.� Papers and other debris will be removed from lawn prior to mowing. String Trimming � Performed around all obstacles and along edges of mulch beds and tree rings, signposts, utility poles, etc., as needed, to trim the turf at the same level as the mowing height. Power Edging � Perform power edging to maintain a crisp, tailored appearance along hard surfaces such as concrete curbs, walks and driveways or as directed by the BSA Technical Representative or designee. Shrub Pruning � Two (2) times per season or as directed by the BSA Technical Representative or designee. Branches/Leaf Cleanup � Perform throughout the period or as directed by the BSA Technical Representative or designee. Waste Disposal � All removals, clean-up, and disposals shall be performed to the satisfaction of BSA Technical Representative or designee.� All debris shall be dumped on-site as directed by BSA Technical Representative or designee. Equipment The Contractor shall be responsible for supplying all equipment and fuel for grounds management services, including (but not limited to) string trimmers, leaf blowers, lawn mowers, and a truck(s) for removing organic debris. All equipment shall be in good working order and in compliance with all applicable Federal, State and BSA rules and regulations. Equipment will not be modified from manufactures specifications i.e., safety guards shall not be removed from equipment. -��� All equipment that has potential of creating a spill shall be in good working order free of leaks. A maximum of 5-gallon fuel cans are permitted on-site.� Bulk fuel dispensing systems will not be permitted at the BNL site for the purpose of this SOW. Contractor�s Crew The Contractor shall provide a minimum crew made up of (1) crew leader/responsible person and (2) workers, equipment, and materials to safely, and efficiently complete the assigned tasks. The Contractor�s crew leader/responsible person and workers must possess a valid drivers license to operate vehicles, including lawnmowers. The Contractor�s crew leader/responsible person shall be accountable for the workers activities, safety and will serve as the Point of Contact (POC) who will receive instructions from the BSA Technical Representative or designee. Restroom facilities are available for the Contractor�s crew in Buildings 400 Research Support Center and 488 Cafeteria where purchased food service is also available. Environment, Safety and Health (ESH) Personal Protective Equipment Ensure that all workers wear, at a minimum, the following Personal Protective Equipment (PPE) and Hi-Visibility clothing: Approved foot protection � impact resistant, safety �toe � ANZI Z41 Approved safety glasses with side-shields � ANSI/ISEA Z87.1 compliant Long pants (no shorts or cutoffs allowed) Shirts with sleeves that cover the shoulders (no tank tops or cutoff shirts) Hi-visibility reflective vests or other suitable, clean hi-visibility apparel ��Class 2, Type R-ANSI/ISEA 107 Tyvek suits and insect spray suitable for protection against ticks Daily Work Meetings The Contractor�s crew leader/responsible person shall review the daily work and receive direction from the BSA Technical Representative or designee. The Contractor is required to check out with the BSA Technical Representative or designee at the end of the workday. Wildfire Danger This work herein will not be performed in wooded areas at BNL where brush fires are a real concern. However, the Contractor shall ensure that the conduct of operations minimizes the potential of the occurrence of brush fires within the areas highlighted on the attached map. Preventing the parking of vehicles on grassy areas with engines running, and control of the disposal of smoking materials, is the responsibility of the crew leader/responsible person. The Contractor shall ensure that gasoline engine driven equipment is equipped with spark arresters. The crew leader/responsible person shall ensure that all workers know the Building Number and/or street names where they are working so they can Immediately notify BNL Safeguards and Security at ext. 2222 (911) from Site telephones or 631-344-2222 from cell phones of a fire. General Conditions SCHEDULE Work shall be scheduled with the BSA Technical Representative during the period upon effective date of contract execution through November 30, 2022 WORK PERMITS Work described in this SOW is controlled by the requirements of BSA Standards-Based Management System http://public.bnl.gov/docs/sbms/default.aspx; �Work Planning and Control,� latest edition, and BSA�s Procedure DF-ESH-006 �Work Planning and Control.� A Work Permit, prepared by BSA, will identify the anticipated hazards and controls associated with the work. The Contractor�s employees shall participate in the review of this permit to identify their means and methods as well as any hazards that may be caused by the work. The final Work Permit shall be signed by BSA and the Contractor�s employees. The Work Permit shall be used by the Contractor to develop task?specific Job Hazard Analysis (JHA), with consideration for Hazardous Communication, Equipment Familiarization, 10 Hour OSHA General for the work to be performed, documentation that workers are trained to perform the tasks and operate equipment. All Contractor employees shall sign the Work Permit to acknowledge that they have been briefed. By signing the Work Permit, the Contractor�s employees indicate that they understand the hazards of the job and the requirements of the Work Permit. SPILLS OF HAZARDOUS MATERIALS When the work requires the Contractor to bring temporary hazardous material storage facilities on to the BNL site, the Contractor shall be responsible for providing a temporary impermeable containment area for all fuel and oil transfer operations in accordance with Suffolk County Department of Health Services, Article 12. Types of oil include (but not limited to)�lubricating, transmission, hydraulic, and cutting. If, during maintenance activities, a release, discharge, or spill of petroleum products or chemicals occurs, the Contractor shall: Immediately notify BNL Safeguards and Security at ext. 2222 (or 911) from site telephones or 631-344-2222 from cell phones of the release, discharge, or spill. Immediately, per SBMS http://public.bnl.gov/docs/sbms/default.aspx,� initiate cleanup and disposal operations by a BSA approved hazardous waste management contractor, complete the operations, and be responsible for monitoring and/or sampling in the event of a spill, to the satisfaction of BSA. OR Request BSA to initiate, per SBMS, cleanup and disposal operations with the agreement that the Contractor shall assume all costs associated with the cleanup and disposal work. The disposal of contaminated material will be coordinated by BSA through the Environmental Division, with appropriate documentation and disposition forms. WORK HOURS All Contractor employees are required to be badged for access to the BNL site. Perform all work on weekdays Monday through Friday, excluding BSA holidays, between 8:00 a.m. and 4:00 p.m., unless otherwise specified or approved.� BSA holiday list available upon request. Notify BSA twenty-four (24) hours in advance to request approval to work outside of the above working hours. All employees working during off-hours must possess a valid BSA contractor employee photo identification badge. If off-hours work request is approved, BSA will notify BNL Police Headquarters and the Main Gate of the days and hours that work is planned.� Failure to notify BSA will be cause for BNL Police to deny access to the BNL site. CONTRACTOR TRAINING REQUIREMENTS Contractor Vendor Orientation All Contractor employees are required to attend BSA�s Contractor/Vendor Orientation Training (CVO) of BSA and OSHA safety requirements. The orientation is offered 8:30 a.m. weekdays in BNL Building 902. �The CVO procedure is as follows: Each worker should be individually registered online using the Guest Registration (GR) form on the following website: https://guest.bnl.gov/?guestRegist.asp. Registration is required to be completed at least one (1) full business day in advance of arrival for all naturalized U.S. Citizens. �Registration for a foreign national (including Legal Permanent Residents) may require anywhere from 7���90 calendar days. Upon submitting the online form, the worker will receive an email containing a GR�Number; this number is only a tracking number. When the submission is fully approved, they will receive another email assigning a final Identification Number. Each worker should bring a printout of their approval email to BNL and present it at the Main Gate entrance to facilitate site access. Upon arriving at BNL, workers are to report to Building 902 for CVO. Upon completion of the orientation, workers must proceed to the Badging Office, Bldg. 400, to obtain the employee identification badge. This safety orientation will be valid for a maximum period of one year. Satisfactory completion will be indicated by issue of employee identification badge. Contractor employees who have not attended the Safety Orientation will be directed to stop work until they have done so. TRAFFIC WAYS - The Contractor shall schedule, confine, and perform work, as directed, so as not to interfere with BNL traffic on existing roads, walks, parking and other paved areas.� Park all vehicles in designated parking areas.� Load and unload vehicles where directed.� Comply with all Federal, State and BSA regulations. CODES AND STANDARDS - BNL is an ISO 14001 certified laboratory. It shall be the duty and the responsibility of the Contractor�s workers to comply with the BSA standards and procedures in the area of environmental control, hazardous waste generation, spill prevention, and all other standards specified herein. PROTECTION OF PROPERTY - Contractor shall be responsible for the security of property within the work site. - Contractor shall be responsible for all repairs, refinishing, replacement and otherwise for all damage caused by the Contractor. COORDINATION WITH BSA ACTIVITIES - Coordinate and schedule all work with all BSA activities and operations through BSA. Contractor WASTE MANAGEMENT - Contractor�s generated waste such as grass clippings, leaves, shrub pruning, and branches shall be disposed in an approved area by the direction of the BSA Technical Representative or designee.
