Description
Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations, Legacy Region 9. USFWS intends to award a firm fixed price sole source base year plus four option year contract under the authority of FAR 6.302-1 only one responsible source to: Key Solutions, Inc. 2803 Lakeview Court Fremont, CA 94538 The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. The object of this sole source award is the Wildlife Health office is in need of software for a new platform to implement an Institutional Animal Care and Use Committee (IACUC) for the U.S. Fish and Wildlife Service (FWS). Currently there is no task-specific application in use. Having the eProtocol IACUC will allow us to stand up the nationwide FWS IACUC and coordinate closely with the National Park Service�s (NPS) IACUC. Key Solutions is the sole proprietor and vendor of eProtocol IACUC. eProtocol IACUC is the only platform that fulfills our requirements of configurable smart-forms that can be amended by the users at any time and as many times as necessary, and a shared but compartmentalized FWS/NPS platform. eProtocol is also available for use as an institution-hosted platform (rather than a solely cloud-based solution), which is required by our IT group in this instance. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
