Description

This procurement will be issued as a 100% Set-Aside for Small Businesses (SB) through RFP procedures under FAR 15 and other FAR Parts and Subparts as applicable. This is a Design/Build requirement for Replace Chillers, Building 81504 (North Plant) located at Fort Huachuca, AZ under Work Order- No. CAB00087-7J, RFP No. W9124A22R0007. The contractor shall provide design/build services and furnish all labor, material, equipment, supervision, transportation, permits, fees and licenses necessary to replace three (3) chillers, three (3) chilled water pumps, three (3) injection pumps, and associated valves, piping, and controls at the North Plant, Building 81504, located at Fort Huachuca, AZ.� Reference attachment Advanced Copy Statement of Objectives (SOO) North Plant Chiller Replacement for this requirement.� �� The tentative date for issuing the RFP is on or around June 15, 2022; with proposals due 30 calendar days later on-or-around July 18, 2022 (the RFP will state the exact time/date that proposals are due). The anticipated contract award date is approximately 15 calendar days or less after receipt of proposals. The Contract Performance Period is 200 working days after issuance of the Notice to Proceed. Location of the work is at 857 Stein St., Building 81504, Fort Huachuca, AZ 85613. NAICS Code 238220 Plumbing, Heating, and Air-Conditioning Contractors is applicable to this RFP solicitation and the Small Business Size Standard is $16.5 M. The Construction Cost Range for this project (Magnitude of Construction) is between $1,000,000 and $5,000,000. Interested offerors are asked to please first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed on the solicitation notice on SAM.gov.� After issuance of solicitation, send any inquires via email to walter.l.carbajal.civ@army.mil, maverick.c.siragusa.civ@army.mil and paula.l.hartzell.civ@army.mil by date/time stated on solicitation notice. NO oral questions will be accepted. A Site Visit will be held on Tuesday, 07 June 2022 at 8:00 am (Arizona Time). Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted. We will be meeting at the DOC Conference Room located at: Army Contracting Command-APG, Huachuca Division DOC Operations Branch 600 Augur Ave., Bldg. 22208, Fort Huachuca, AZ 85613-7070 Attached is a map and turn-by-turn driving directions to the DOC Building #22208 You will need Driver�s License/Photo ID, Proof of Insurance, Registration and no felonies on your record to access Fort Huachuca. You will have to park in the parking lot at the gate and go to the building and check in. Please allow yourself plenty of time so you can be on time for the Site Visit. Anyone that is 10 minutes late will not be able to attend the Site Visit. Request confirmation of intent to attend the site visit NLT 06 June 2022 at 12:00pm AZ. The RFP number for this project is W9124A22R0007. The RFP will be posted and can be downloaded (without charge) from the SAM.gov website. Amendments to this RFP will not be mailed but will be posted at the SAM.gov website. Offerors are responsible for obtaining the RFP (and associated documents/attachments) from the SAM.gov website and for acknowledging all Amendments to the RFP. It is the responsibility of all interested offerors to check the SAM.gov website as necessary for any Amendments to the RFP (to include the day proposals are due). TYPE OF CONTRACT: A firm-fixed-price contract is expected to be awarded.� Note: Davis Bacon prevailing wages for Cochise County, AZ will apply. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation.� It is determined that it is in the best interest of the Government to use lowest price technically acceptable source selection process for this requirement.� This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation.
