- Mosquito Creek Dam Upstream Rip-Rap Extension Synopsis The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves extending the upstream riprap from the current top of riprap elevation up the embankment to the crest at Mosquito Creek Dam, Cortland, Trumbull County Ohio. The work is to be performed from the areas adjacent to the upstream embankment, which may be accessed from Ohio Rt. 305 or the Recreational Area. The work will be performed in the dry. The solicitation will be structured in a base contract and awardable options. The base contract generally includes the removal of approximately 3 foot of soil and then placing a 3 foot thick layer of R-6 stone riprap along the main portion of the upstream dam embankment. Additionally, a temporary laydown area for the project is available to the Contractor at the project site. The contract includes options which include excavating approximately 3 foot of embankment soil and placing 3 feet of riprap material at other locations on other areas of the upstream dam embankment. The major features of the requirements are identified below: The contract specifically includes: a.Erosion and sediment controls consistent with the magnitude and scope of projects involvingwork on an earthen embankment dam. b.Installation of instrumentation protection. c.Excavation and disposal of excavated materials. d.Placement of stone riprap materials. e.General earthwork including excavation and slope grading. f.Limited mechanical demolition of concrete rubble and large diameter rock to facilitateconstruction. g.Traffic controls along public roads, as needed. h.Removal and replacement of guiderail. i.Removal, storage and reinstallation of metal stairs for recreation use. Excavated soils must be disposed of at a commercially available and permitted facility licensed to accept the material. Concrete rubble, riprap and other construction waste material must also be disposed of at a commercially available and permitted facility licensed to accept the waste or recycled, if applicable. The work shall be completed within 365 calendar days after written Notice to Proceed. In accordance with FAR Part 36.204 (f) the estimated cost of the proposed work is between $1,000,000.00 and $5,000,000.00. This acquisition will be procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 10 June 2022, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) for this procurement is 237990 � ""Other Heavy and Civil Engineering Construction� and the small business size standard is $39.5 Million. In order to submit a Bid on this project, your company must- 1)Have a Unique Entity Identifier (UEI) Number. Currently, considered as the DUNS. This is a uniquenine-character identification number that is provided by Dun & Bradstreet (D&B) free of charge. 2)Be registered with an active registration on the SAM website as an Entity. There is no cost to useSAM. It is MANDATORY that all vendors be registered on the SAM.gov website in order to receive contracts. 3) Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the Proposal Manger role. Requesting a Unique Entity Identifier Number (DUNS) Requesting a Unique Entity Identifier (UEI) takes about 10 minutes. Receiving a UEI (DUNS) takes about 1-2 business days when using the D&B web form. The form for completion can be found at https://fedgov.dnb.com/webform/pages/CCRSearch.jsp. The UEI is required for the SAM Registration. Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process can take up to ten (10) days.
