Description
The Department of Veterans Affairs, VISN 21, Network Contracting Office, intends to negotiate a sole source contract for the VA San Francisco Medical Center (VASFMC) with SupraVISTA Medical DSS, LLC for the procurement of an Annual Licensing Fee for Brillians formerly (SupraVISTA) Software with the Test Result Notification Add-On Module. This procurement is being conducted in accordance with FAR 13.106-1(b), Soliciting from a single source. NAICS Code is 511210, Software Publishers with a size standard of $41.5 Million. This Notice of Intent is not a request for competitive quotes and no competitive solicitation will be issued; however, any firm that believes it can fulfill the requirement may give written notification to the contracting officer for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. You must be either be the manufacturer and/or an authorized distributor. Authorized distributors must provide documentation from the manufacturer on the manufacture s letterhead. Responses are due by May 31, 2022, at 12:30 p.m. pacific time. A determination by the Government not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information must be sent via e-mail only to the Contracting Officer at Katherine.Fairley@va.gov. No telephone responses will be accepted. No reimbursement for any costs associated with providing capability statements will be provided by the Government. GENERAL SPECIFICATIONS FOR BRILLIANS (SUPRAVISTA) CSS SOFTWARE Background GENERAL: The San Francisco VA Medical Center is a major tertiary care and referral center across a wide region of the Bay Area and more, which since October 2021 has included the Oakland VA. Due to technical limitation in migration of Oakland VA chart data from Martinez to San Francisco, providers are no longer able to access patient data in a single chart. In addition, across the health system, providers are unable to access patient data in a timely fashion. BACKGROUND: Clinical staff are tasked with searching CPRS, JLV, and Vista Imaging in order to find information vital for patient care. This daunting task creates significant room for errors and burnout. While EMR tweaks can be made to assist providers, ultimately the load of work from enforced quality metrics gets transferred to additional responsibilities for providers that could be automated with software. Because of this many providers across the San Francisco VA have been asking for software that allows them to optimize time in patient care while meeting the requirements of quality metrics and retaining productivity. Brillians is software that improves provider workflow, patient safety, and quality metrics simultaneously. For patient care, it can generate automated customizable patient notifications that get mailed to patients both after visits and in advance of necessary follow up. The San Francisco VA does not have any means of doing this in an automated fashion and no means of scheduled reminders without follow up appointments booked, which does not function well for colonoscopies for instance, where repeat follow up is often 5 10 years later. For provider workflow, Brillians allows every provider to create customizable reports that populate data from all sites within seconds into notes. This reduces the 5 10 minutes it takes to find that information in multiple different tabs and software, avoids unsigned notes in CPRS by having the draft space for notes in Brillians, and avoids open encounters that are often left open when providers prep data for visits that patient are unable to attend. Separately, this drastically improves quality management s ability to search text buried in CPRS and respond to SUSPENSEs in a timely fashion. Inpatient, in addition to the above, this will allow providers to create discreet lists of patients that RNs can access so the list of which patients is on which medical team is up to date, thus mitigating patient safety events from lack of identification of the correct provider. For quality metrics, Brillians has the necessary software improvements to improve SAIL, EPRP, Open encounters and notes, medication reconciliation, and myriad incoming requirements for pre-visit and after-visit summaries. This even poses to improve UM review for both admit and continuity of stay reviews. Through increased productivity. Project Scope: SCOPE: The Brillians/SupraVIsta software requires installation onto the shared hospital drive for use by all providers in the facility. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW). ESTIMATED QUANTITIES: This software is licensed as Software as a Service (SAAS). One license will cover the entire San Francisco Health Care System (including all CBOCs) to all clinical providers in the inpatient and outpatient setting. Specifications SupraVISTA is a ready-to-use commercial, off-the-shelf (COTS) software package. No VA or IT related information is needed or requested from the San Francisco VA Medical Center or OI&T. Specifications of installation, training, and troubleshooting are listed below. INSTALLATION, TRAINING, AND UPDATING: 3.1 Software Download The vendor will provide SupraVISTA CSS software application in electronic form, e.g. download from the Vendor s website. The vendor will assist with installation and configuration via email within two business days. The software is compatible with all VA-issued devices that utilize CPRS as is. 3.2 User Training The vendor will provide product manuals and user training materials at the time of software installation. The vendor will be available for questions about the product via email within two business days. The San Francisco VA Medical Center and all Community Based Outpatient Centers have committed to having super-users be available to implement the software and be available for questions on optimizing use of the software. 3.3 Updates and Issues As long as the license with the vendor is active, they will receive all product updates and technical support by email, at no additional costs. If requested, the vendor will provide progress reports to the designated Point of Contact (POC) at the customer VAMC SALIENT FEATURES OF SOFTWARE: Brillians is designed to provide a large number of features that improve provider workflow, patient safety, and quality care metrics while improving productivity and satisfaction of providers. The below list highlights salient features able to achieve the quality metrics listed above: Cognitive Support Features Patient safety, productivity, easy data visualization and provider satisfaction/retention. Feature Benefits Brillians vs CPRS/Manual Automated Data Analysis to prevent clinical errors (""Advisories"") Brillians automatically identifies and displays a list of the clinical issues which need clinician s attention. See the link below to understand how Brillians reduces the risk of clinical errors. No automated data analysis available in CPRS. Manual: 4+ hours (or impossible; no one has 4 hours) in total. Brillians: < 50 seconds at point of care. For each issue, one-click provides enough details to make clinical decisions for all patient data in total. Problem Oriented Views  of the clinical data for body systems, diseases and specialties. Within seconds, one click displays all the relevant information about the given body system, disease or specialty on one page. Users and VAMC can add personal and shared Views for their special needs. Not available in CPRS. CPRS: 10-15 minutes to manually find all the relevant data on multiple tabs. Brillians: 2-3 seconds. Google-like Keyword Search of the medical record Instantly find information by searching a large subset of recent clinical data which is otherwise siloed on multiple CPRS tabs. Efficiently search documents, imaging, labs, local and national drug formulary and other data sections. Not available in CPRS. Manual search: may take 5-10 minutes. Brillians: Nearly instant results VA and DoD Remote data Within seconds, user can download data from MULTIPLE VAMCs for N years. The combined data is displayed on CPRS like tabs. The user can Keyword Search on the entire downloaded data, just like local data. JLV - finding remote data can be cumbersome. Brillians supports google-like search of the remote data. User can download and search remote data in about 30 seconds. Search VA local and national Formulary Why call and wait for the Pharmacist? Instantly find items in the VA formulary. User can search by the partial name of the drug or supply item. Not available in CPRS. Manual: Phone call to Pharmacy.  Brillians: Instant results Creative Lab Review Efficiently filter, sort and review abnormal labs for past N years with near-zero effort. Review the common lab profiles with one click. CPRS  cannot filter, sort, or display the abnormal labs ONLY. Brillians filter, sort and review trend with a few clicks. Creative Imaging Review Instantly see the list of the imaging studies which clearly flags the Abnormal reports. Review any report with one click. Load and search imaging reports for N years as one document. CPRS  does not clearly flag abnormal imaging thus easy to miss. Brillians -You can t miss the abnormal reports. HEDIS/EPRP Metrics related data at a glance HEDIS metrics are a measure of quality of care. In CPRS, this data is scattered on multiple tabs. In Brillians, the user can review all this data in one place. HEDIS metrics data is hard to find and review in CPRS. Brillians makes it super-easy. Productivity Tools Brillians includes a full set of highly optimized clinical practice tools. Time-Saving Tools Benefits Brillians vs CPRS/Manual Letter Writer Nearly 100 letter templates are built-in to meet just about any need, (e.g., test result letters, work excuse, misc. communication with patients, etc.). Unlimited shared and personal templates are supported. Not available in CPRS. Manual: 3-5 minutes per letter. Brillians: 30 seconds Progress Note Writer Generate high quality progress notes with minimal effort. Improve VERA and 3rd party collections. A large number of templates are built in. Shared and personal templates are supported. CPRS: Templates are inflexible and difficult to use. Brillians: Flexible, highly customizable and easy to use. Visually appealing. Rx Writer Many patients request printed Rx to take to the private pharmacies. Handwriting multiple Rx is cumbersome. Illegible, hand-written Rx create a patient safety risk. CPRS: 3 minutes Manual: hand-write Rx info. Brillians: Nicely formatted, printed Rx within seconds. View Alert Helper Facilitates efficient processing of the View Alerts. Brillians provides two parallel tools: One uses visual UI and is mouse oriented. The second one is more efficient with keyboard. No such thing in CPRS. Brillians: Fast and reduces manual work. Task Manager Don't depend on the ""yellow stickies"" to remember critical tasks. The Task Manager tracks user s personal To Do list and reminds user when the task is due. Avoids gazillion tickler notes. Not available in CPRS. Medical Calculators Most of the commonly used medical calculators are built-in. With one-click, Brillians loads the needed clinical data, performs calculations, and shows the results. Some of the high-risk scores are shown as Advisories to proactively inform the user. Medical Calculators are not included in CPRS. Brillians: One-click and instant results! Recent Patients List Automatically keeps a list of patients loaded in CPRS. So, you can easily find who was that patient about 2PM yesterday. Useful for finding patients after user clicks ""Next"" while doing View Alerts. No such thing in CPRS. Unfreeze CPRS When CPRS ""freezes"", users lose work. Brillians provides utilities to unfreeze CPRS, and prevent data loss and frustration. A Windows App cannot unfreeze itself. Duh... It takes external intervention. Security The software is fully compliant with the VA s information security guidelines, including section 508 requirements. It has been approved on the VA Technical Requirements Manual website since 2014 and runs on the VA s trusted hardware and within VA internal network. There is no external device or connection with any external network. The contractor s staff and computer systems do not have access to VA network or the sensitive data. Brillians meets the VA s information security requirements including 2-factor log in and is not a web-based application and does not use a web browser. It does not require any changes to the VA configuration of desktop/laptop computers and does not require elevated privileges. Over 25 VA Medical Centers continue to use Brillians and find it to be compliant with VA security requirements. Delivery Location: The software will be uploaded for all clinical providers to use. The San Francisco VA Health Care System including all CBOCs will receive the software virtually and is located at the following address, to which no material will need to be delivered. San Francisco VAMC 4150 Clement Street San Francisco, CA 94121 Delivery Requirements: The Vendor shall notify the POC to plan the delivery date. This notification shall be provided at least one month prior to the vendor-anticipated delivery date. The Vendor shall plan and coordinate with the POC, Biomedical Engineering, ICU, and Logistics.
