- What happens if the leak is not due to a faulty connection of one of the tank s risers or a hole on the top of the secondary tank but rather a hole somewhere else on the secondary tank. Let s assume the leak is a hole on the bottom of the secondary tank, in that case the only way to even diagnose that would be to lift the tank from the ground to identify the hole and make the repair. Am I to understand that this would be the contractor s responsibility as part of this solicitation? Answer: Since the leak is present but the tank is underground, there is no way to fully locate until the tank is excavated. If the hole can t be found within reasonable reach of excavation and requires additional manpower and equipment, then it will be assessed at that moment and the Government may consider a change order within reason and properly vetted.
