Description
This Pilot Mask and Manufacturing Process Technologies Prototype Request for Solutions (RFS) is a solicitation for prototypes. Please note, this RFS is not associated with the Cornerstone Consortium and is being issued through a collaborative effort between Industrial Base Analysis and Sustainment (IBAS) program, Program Executive Office (PEO) for Simulation, Training, & Instrumentation (STRI) and Army Contracting Command (ACC).�The Government will be accepting questions related to the RFS. The Government intends to provide any responses as soon as possible.� Question respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in the submission of questions to this RFS; all costs associated with question submissions to this�RFS will be solely at the respondent�s expense.� Questions to this RFS must be submitted to jaime.morrison.civ@army.mil, using Attachment 2 Vendor Questions Form. A closing date for questions will be identified in the RFS. Please note, the intent of releasing this RFS is to provide notice of an OTA effort under the IBAS program. Please see new updates:� OTA Award dated 29 April 2022.� Award Notice: Pilot Mask and Manufacturing Process Technologies Prototype Project Contract Number: W900KK-22-9-0007 Awardee UEI: �L6ZQZ4B82L63 On 29 April 2022, in accordance with 10 U.S. Code � 2371b, the Army Contracting Command � Orlando has awarded an Other Transaction Agreement (OTA) to Gentex Corporation for Pilot Mask and Manufacturing Process Technologies Prototype Project. A final Request for Solutions (RFS) was released on 28 September 2021 as well as posted on SAM.gov. Solution papers were received from 3 vendors by 16 November 2021. As a result of the competition, the prototype project was awarded�to Gentex Corporation. Other Transaction Authority; The vendor shall develop pilot mask prototype(s) that will 1) bolster the capability and resilience of the U.S. industrial and manufacturing bases and qualified sources of supply for oxygen life support masks, 2) advance the technology with innovative solutions for enhancing the oxygen life support masks for use in modern and legacy high-performance, fixed-wing aircraft to ensure the highest level of pilot/aircrew mission performance, and 3) reimagine the pilot mask fit, maintenance, and valve testing processes. It is anticipated that upon successful completion of the prototype, a follow-on production OT agreement(s) or FAR based contract(s) may be issued to the vendor(s) without the use of competitive procedures. Successful completion will occur when the prototype has been validated and is accepted by the Government.� Successful completion will be defined in the negotiated Statement of Work (SOW) for this prototype project. Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
