- The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of a new production, relay test set, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 334515, with a Small Business Size Standard of 750 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF22Q0144 will be provided via SAM.gov on or around 31 May 2022. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. TECHNICAL SPECIFICATIONS The successful bidder shall deliver a brand new, fully functional, ready to operate relay test set in accordance with the specifications below. The relay test set�s design and construction shall comply with OSHA Regulations and Standards. TEST SET SALIENT REQUIREMENTS: 1. Must be able to control the test set while using a Microsoft Windows based PC/laptop 2. Able to determine operating times and logical timing relations by state-based sequences 3. Generation of signals with superimposed harmonics 4. Determine magnitude, phase, and frequency thresholds by ramping definitions 5. Automatic testing of positive/negative/zero sequence overcurrent characteristics 6. Impedance element evaluations using single-shot definitions in the Z-plane 7. Impedance element evaluations using automatic testing modes 8. Testing with visualization and assessment in the P-Q plane 9. Simulation of ground-faults in isolated or compensated networks 10. Automatic testing of synchronizing devices and synchro-check relays 11. Testing of measurement transducers 12. Simulation of power quality phenomena according to IEC 61000-4-30 and IEC 62586 13. Automatic SCADA testing in accordance with IEC 61850 14. Testing with Sampled Values according to IEC 61850-9-2 and IEC 61869-9 15. Manual testing of protection and measurement devices 16. System based protection testing by simulating power system events 17. Asset and maintenance management for protective systems 18. Universal software tool for working with IEC 61850 IEDs 19. Four x 300V or two x 600V Voltage Outputs 20. 0 � 264V DC supply 21. Six x 32A/ 430 VA or three x 64A/ 860 VA or one x 128A/ 1000 VA current outputs 22. Four binary outputs 23. Ten binary inputs 24. Ability to use 10 binary inputs (Item number 22 above) as multifunctional analog AC and DC voltage measuring inputs 25. DC measuring inputs 0-10VA and 0-20mA for transducer testing 26. Unit must weigh less than 50 pounds REQUIRED ACCESSORIES: 1. Power lead 2. Ethernet patch cable 3. USB connection cable 4. Leads with 4mm safety plugs 5. Flexible terminal adapters 6. Flexible jumpers for paralleling current 7. Software to operate test set 8. Wiring accessory package consisting of: a. Flexible test lead adapters with 4mm safety plug b. Red Flexible test lead adapters with retractable sleeves c. Black Flexible test lead adapters with retractable sleeves d. Flexible jumpers for paralleling current triples up to 32A or shorting neutrals e. Red crocodile clips f. Black crocodile clips g. Flexible terminal adapters for screw-type terminals h. Cable lug adapters for M4 screws i. Cable ties with hook and pile fastener, each 150mm long j. Accessory bag 9. One pre-manufactured breakout cable for current and voltage testing. Cable shall have a single connector for test set connection and shall have a minimum of eight test connection points with 4mm safety plugs, and a length of three meters. 10. One Heavy-duty transport case with wheels, specifically designed for relay test set. PRE-AWARD SUBMITTALS: Before acceptance of quote, submittals must be technically approved by the project Contract Performance Specialist or the Ice Harbor Technical Support Section for this requirement. At a minimum, submittals shall include manufactures catalog cuts, specification sheets, warranty information and a list of authorized service centers. ON-SITE OPERATIONAL TRAINING: On-Site Operational Training and hands-on training is not required. Web based training shall be available for facility staff and utilized as needed. WARRANTY: The relay test set shall be covered by a minimum of two-year warranty on all parts, labor and workmanship from factory defects. OPERATION AND MAINTENANCE MANUALS: Two complete hard copies of the Operation and Maintenance Manual will be required for the relay test set and all accessories. The manuals shall include instructions on the installation, operation, maintenance, repair, troubleshooting, warranty of the systems, and a list of recommended spare parts. One digital copy of the Operation and Maintenance Manual and all accessories is required in Adobe Acrobat (PDF) format.
