Description

N4571A-22-R-0003 Commander, Navy Installations Command (CNIC), Millington, TN, a Nonappropriated Fund Instrumentality (NAFI) of the Federal Government intends to award a Sole Source, Firm-Fixed Price contract to National Alliance for Youth Sports (NAYS), 2050 Vista Parkway, West Palm Beach, FL 33411 on a sole source basis. �This is a follow-on requirement under HDQMWR-17-C-0042 from NAYS for continuation of the services already provided to all Navy CYPs worldwide. �Services include support for policy design and implementation, development of training materials, certification of youth sports administrators, officials, volunteer coaches, and parents, access to a dedicated support center, e-learning subscriptions for all CYP professionals, and specialized presentations and webinars designed in accordance with DoD and Navy policy. In accordance with the 2010 Director, Fleet and Family Readiness policy letter 1700 Series N9/88891 21 Oct 2010, CNIC entered into a partnership agreement with NAYS as part of the Navy's ongoing commitment to adopt the standards and practices of NAYS.� Through the existing contract, a number of NAYS resources have been established and implemented within CYP�s operating manual, training requirements, policies and procedures, and internal operating systems, NAYS stable and knowledgeable workforce and industry leading programs and service provides a vital resource to Navy CYP which would take years to regain and would set-back the progress of 20+ years of work that Navy CYP has accomplished to improve the quality of life Navy families enjoy due to the youth sports and fitness opportunities provided in support of NAYS. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capabilities to respond to the requirement.� Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the Contract Specialist listed by the response date.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� It is at the sole discretion of the NAFI to not compete on a full and open competition basis.
