- Statement of Work (SOW) Project 528 21 110 E Wing Air Handler Repairs General Information 1.1 Contract Title Repair of Air Handling Units for Emergency Department and ICU Contracting Officer Representative (COR) Christopher Herby Project Engineer Facilities Engineering Buffalo VAMC, 3495 Bailey Ave. Buffalo, NY 14215 (C) 716 445 1334 Christopher.Herby@va.gov Purpose The purpose of this contract is to acquire the services and necessary components to replace and repair aging components on the air handlers that feed the Emergency Department and Intensive Care Units. Background The intent of this work is to perform urgent repairs to Air Handling Units (AHU) 1 and 2 in E Wing and the AHU that serves the SICU. The air handling systems for E wing were designed and installed around 1977. These two units need urgent repairs in order to continue to serve in a reliable manner. The Buffalo VAMC has purchased the exhaust fan but has no safe way to remove and replace the exhaust fan for AHU 1. AHU 2 needs the pre heat coils replaced and there are also significant amounts of degradation to the drain pans, sound attenuators, piping, and filter racks. Both units have been without humidification for quite some time. The SICU s AHU fan wall is original and in need of replacement. WNYVAMC has procured the fan wall and it needs to be installed. The Buffalo VAMC requires a Contractor to perform services necessary to accomplish this goal. Applicable Documents The following documents are applicable to this Scope of Work (SOW) to the extent specified herein. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in sections 0 of this SOW, whether or not they are listed here. Non Government Publications All work shall be accomplished in strict accordance with the latest codes and standards. The consultant shall review and include any/all applicable standards and codes, including, but not limited to applicable NFPA standards, NEC, JCAHO, OSHA, ANSI, ASHRAE, and any other codes. The following documents of the exact revision listed below form a part of this document to the extent specified herein. 2.2 Order of Precedence In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. Requirements The Contractor shall provide personnel, material, tools, equipment, services, facilities, and basic consumables to perform, accomplish, and deliver the required services and materials detailed in this scope of work. They shall provide shop drawings for all work for review and approval by VA COR prior to starting work. A lifting and rigging plan will be required and submitted for VA approval. 3.1 Services The Contractor shall: 3.1.1 Exhaust Fan 1 All work that requires AHU to be non operational is to be completed after normal working hours (0700 1600) or on weekends. This is Government Furnished Equipment (GFE). Work with the COR to schedule shut down with the HVAC and electric shop to lock out and verify the system is de energized. VA electricians will disconnect and reconnect the power to the fan. Remove existing axial fan and dispose of. Assemble new motor, sheaves, and belts to new fan. Supply rigging and bracing as required to safely remove old fan from a height of approximately 8 feet and install new fan. Approximate weight is 1425 lbs. 750 fan, 600 lbs. motor and 75 lbs. belts and sheaves. Procure, fabricate, and/or repair any defective parts identified during the installation. Perform final inspections and tests required to ensure proper operation and function of AHU 1 exhaust fan and motor assembly. 3.1.2 Steam Humidification AHU 1 All work that requires AHU to be non operational is to be completed after normal working hours (0700 1600) or on weekends. Provide and install new steam humidifier. Original Design Conditions: 40,000 CFM/ 100% outside air/ 144 /72 deg. F. @ 40% RH/ horizontal air flow/ 196#/hr. @ 15 PSI steam. Demo existing steam humidifier and relocate the new humidifier from before the fan wall to after. Repair original humidifier penetrations in AHU shell. Include new hand shut off valve, DDC steam control valve to replace existing pneumatic valve, trap, Y strainer, unions, and approximately 30 each of supply and condensate piping with insulation from the hand shut off before the control valve. VA will run the control wire and program the valve. AHU 2 All work that requires AHU to be non operational is to be completed after normal working hours (0700 1600) or on weekends. Demo existing steam humidifier. Provide and install new steam humidifier in existing location. Design: 12,000 CFM/ 100% outside air/ 96 / deg. F. @ 40% RH/ horizontal air flow/ 61#/hr. @ 15 PSI steam. Include hand shut off valve, DDC steam control valve to replace existing pneumatic valve, trap, Y strainer, unions and approximately 10 of supply and condensate piping with. Replace insulation on supply and condensate piping. VA will run the control wire and program the valve. 3.1.3 Other Services AHU 1 Replace existing fiberglass insulation on chill water piping with new. Provide new labels for Supply and Return. Contractor to verify pipe size and lengths. See attached photos with stopping points. AHU 2 . All work that requires AHU to be non operational is to be completed after normal working hours (0700 1600) or on weekends. Demo and replace 16 gauge stainless steel filter frames: (8) 24x24 after filter sections with foam gaskets Final measurements to be made by contractor before fabrication. Replace clean flow duct silencers and floor under the filter and silencer section: 48 h x 96 w, constructed of 16 gauge 304 stainless steel. Final measurements to be made by the contractor before ordering/fabrication. Seal all seams and edges. Replace preheat coils (2) and drain pan supplied by the VA. Glycol reclaimed by contractor. Replace piping to the floor drains. Replace glycol three way valve supplied by VA, contractor to include new fittings. VA to isolate and lockout. VA will run control wire and program the valve. SICU AHU Fans All work that requires AHU to be non operational is to be completed after normal working hours (0700 1600) or on weekends. New fan wall is Government Furnished Equipment. Work with COR to schedule shut down with HVAC and electric shop to lock out and verify the system is de energized. VA electricians will disconnect and reconnect the power. Disassemble and remove existing fans and motor, prep area for fan cubes. Assemble and install fan cubes and backdraft dampers. Fabrication will be required to complete the installation; contractor is responsible to verify all measurements and perform all fabrication needed. Procure, fabricate, and/or repair any defective parts identified during the installation. Perform final inspections and tests required to ensure proper operation and function of fan and motor assembly. 3.2 Materials Materials provided by Contractor are as required based upon the outcome of the inspection, (see 3.1). 3.3 Security Requirements The Contractor shall coordinate access to the building 1 E Wing and the ICU mechanical space with the COR (Christopher Herby), the VAWNYHS Maintenance and Operations Supervisor (Mark Parsons), and/or HVAC Shop Supervisor (Corey Fitzery). 3.4 Risk Control Not Applicable. 4.0 Delivery 4.1 Schedule All work to be completed within 180 days of contract award. 4.2 Location VA Western New York Healthcare System Buffalo VA Medical Center 3495 Bailey Avenue Buffalo, NY 14215 5 Government Furnished Information, Materials, & Equipment Government Furnished Information (GFI) Government Furnished Materials (GFM) Chicago Blower, motor, and belt drive system Pre Heat coils and drain pan SICU fan cubes and backdraft dampers Government Furnished Information (GFE)
